Keeping in view the political shifts in the wake of 9/11 incident, new social and political trends/concepts have emerged which affected the nations across the world particularly the Muslim world, wherein a wave of extremism and conservatism was seen to be set in. In consequence, Pakistan embarked upon to make reforms in the curriculum to avoid that wave. Accordingly, Musharraf government has adopted education reform under the banner of enlightened moderation and introduced curriculum to construct Pakistani nationalism in the context of liberal citizenship to curtail the issues like extremism and conservatism spread under the slogan of Islamization. This study pinpoints the overall impact of Musharraf policy changes upon curriculum and its role in the construction of liberal citizenship. This study uses secondary data in the shape of policy texts and curriculum of social studies. This study uses discourse analysis to analyse policy text and curriculum. The findings of the study have pointed out that the government has introduced modern contents such as life skills and scientific knowledge to tackle prevailing issues by removing biased and outdated contents from existing curricula. This study has recommended that effective policy measures to construct liberal citizenship should only be realized with effective implementation.
National Governments have controlled education policy to construct national identity according to the agenda of the government of the time. Education policy promotes discourse of ideology to construct national identity. Islam has always influenced formulation of education policies in Pakistan. This article explores the impact of change in governments upon discourse of ideology in education policies in the construction of national identity. It is based on primary data collected from education policies of 1947, 1959, 1969, 1970, 1972, 1979, 1992, 1998 and 2009. Discourse analysis reveals the fact that governments in Pakistan have used divergent discourses of Islamic ideology. The discontinuity in discourse of Islamic ideology has obstructed nation-building resulting in identity crisis. This research suggests that governments should follow identical discourse of ideology in education policies for nation-building with exigencies of time rather than using divergent policies.
The sectarian violence got the moment during Zia's reign when the Deobandi sect created violent militant groups as Sipah-e- Sahaba and Lashkar-e-Jhangvi. In contrast, the Shia sect created Sipah-i-Mohammad Pakistan under the banner of the Afghan Jihad. Both Deobandi and Shia sects had ignited the violent clashes, which led to many innocent people's massacre. This moment of violent clashes was continued during the reigns of Benazir Bhutto and Nawaz Sharif, wherein the governments had ignored the violent activities of both religious factions. However, the incident of 9/11 had changed the dynamics of this violent conflict when the Musharraf government banned all militant groups for overcoming the extremism. This paper explores the polarization among the Deobandi and the Shias and their influence on Pakistan's national security. This paper suggests that the government should scrutinize all madrassas' curricula by removing hatred materials from the scheme of madrassas' study.
This research concerns the constitutional development in Pakistan with a specific reference to 21st Amendment to the Constitution of Pakistan. It is widely perceived among scholarly and semi-scholarly circles that the tendency of militarys direct intervention in politics; toppling democratically elected government has been declined for the last many decades across the world. According to the new trends, military interferes in the state affairs through indirect means. One of the indirect means includes abusive constitutionalism that involves constitutional amendment and constitutional replacement as mechanisms for constitutional change. The paper explores whether 21st Amendment to Constitution of Pakistan was an abusive constitutionalism that really empowered military to get a strong hold on key policy making areas of national interest during the democratic rule. The research concludes that the 21st Amendment was an abusive constitutionalism as it curtailed civil liberties and fundamental rights of the citizens and hence undermined democracy in Pakistan.
Omen empowerment is perceived biggest policy challenge in Pakistan due to being a patriarchal society. Women are underpowered and usually hold a lower position in every sphere of society. Though the government had passed several policy papers for women empowerment, these remained confined to office shelves. This paper explores gender discrimination as one of the leading indicators that hinder women development and promotes inequality exists in the family, at work, also in the political sphere, education, and health care. This paper has used a feminist framework to investigate how to reduce gender inequalities and provide equal opportunities for women and men. Finally, this paper concludes that feminist theory has identified the policy gaps in the distribution of power and raise awareness of power inequalities. This paper recommends concrete policy measures with implementations commitment that can only eliminate these barriers and promote gender equality towards empowering women in Pakistan.
