Small island states receive unprecedented amounts of the world’s plastic waste. In March 2019, we removed as much plastic litter as possible from Aldabra Atoll, a remote UNESCO World Heritage Site, and estimated the money and effort required to remove the remaining debris. We removed 25 tonnes at a cost of $224,537, which equates to around $10,000 per day of clean-up operations or $8,900 per tonne of litter. We estimate that 513 tonnes (95% CI 212–814) remains on Aldabra, the largest accumulation reported for any single island. We calculate that removing it will cost approximately $4.68 million and require 18,000 person-hours of labour. By weight, the composition is dominated by litter from the regional fishing industry (83%) and flip-flops from further afield (7%). Given the serious detrimental effects of plastic litter on marine ecosystems, we conclude that clean-up efforts are a vital management action for islands like Aldabra, despite the high financial cost and should be integrated alongside policies directed at ‘turning off the tap’. We recommend that international funding be made available for such efforts, especially considering the transboundary nature of both the marine plastic litter problem and the ecosystem services provided by biodiversity-rich islands.
Inadequate and inequitable distribution of research capacity and resources limits both the opportunity for leadership and participation in science. It also results in biases of effort, poor and misinterpretation of global patterns and the availability of limited usable knowledge for current challenges. Increased participation in ocean research and decision-making is needed to account for many stressors and challenges. The current intergovernmental attention on the ocean (e.g. UN Decade of Ocean Science for Sustainable Development) and the development of technologies that permit exploration and accelerate exploitation suggest that it is timely to focus on the ocean and its stewardship. Employing the principles of co-development, co-production and co-dissemination, this paper uses a case study of a deep reef project in Seychelles to illustrate some activities that can be employed to magnify research outcomes and legacy. We provide examples that range from ministerial briefings and planning meetings to joint fieldwork, grant allocation and co-authoring outputs. These activities helped us to align priorities, promote authentic interactions and focus on equitable science. Finally, reflecting on our experiences, we acknowledge the benefits brought by respectful and long-term partnerships, the variety of activities needed to develop these and challenges of maintaining them. In the future, we also want to include more opportunities for regional peer-to-peer learning and technology transfer.

Capacity building is therefore a key part of the development of a new international legally binding instrument for the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction, under the United Nations Convention on the Law of the Sea (BBNJ Agreement).2. The final negotiations for the BBNJ Agreement are scheduled for early 2022, after almost two decades of development. There is an urgent need to address remaining questions relating to capacity building to secure an effective and equitable outcome from this process and safeguard the global ocean commons.3. Persisting gaps in scientific capacity cast doubt on the adequacy of past and current approaches to implement long-standing international commitments. There is a need to build equitable partnerships for long-term outcomes.4. As an international legally binding instrument, the BBNJ Agreement is a critical opportunity to change the course of capacity building by strengthening the international legal framework, including funding, information-sharing, monitoring and decision-making.5. This rapidly closing window to develop international legal obligations, collaboration frameworks and funding mechanisms is relevant not only to the conservation of the global ocean commons, but also for ocean sustainability more generally as the UN Ocean Decade begins.
