ResumoO artigo descreve o conceito de sistema regional de inovação para analisar como o potencial da infraestrutura científica e tecnológica do estado do Rio de Janeiro é aproveitado pela estrutura produtiva. A trajetória da indústria fluminense, ao longo da primeira década dos anos 2000, revelou uma tendência de crescimento e especialização da estrutura produtiva, cujos investimentos foram realizados, sobretudo, em setores relacionados ao petróleo. Essa tendência se refletiu na ampliação dos investimentos nas atividades inovativas que também se concentraram naqueles setores relacionados à economia petrolífera. Constata-se, assim, que a infraestrutura científica e tecnológica do estado poderia ser melhor aproveitada por meio ações que articulassem seus diversos atores e promovessem uma taxa de inovação mais robusta, as quais poderiam ser implementadas por meio de políticas públicas que considerem as competências locais específicas e estimulem, de forma sistêmica, os fluxos de conhecimento tácito e codificado, recursos humanos e financeiros. AbstractThe article describes the concept of regional innovation system and to analyze the potential of scientific and technological infrastructure of the state of Rio de Janeiro is tapped by the productive structure. The trajectory of Rio de Janeiro industry over the first decade of the 2000s, revealed a growth trend and specialization of the productive structure, whose investments were made mainly in the oil related sectors. This trend was reflected in increased investments in innovative activities also focused on those sectors related to the oil economy. It appears, therefore, that the scientific and technological infrastructure of the state could be better utilized through actions that articulate its various actors and promoted a more robust rate of innovation, which could be implemented through public policies that consider local expertise and encourage specific, systemically, the tacit knowledge flows and encoded, human and financial resources.
