Anthropogenic factors are responsible for major land use and land cover changes (LULCC). Bale Mountain Eco-Region in Ethiopia is a biodiversity-rich ecosystem where such LULCC have occurred. The specific objectives of this study were to: (i) determine which LULC types gained or lost most as a result of the observed LULCC; (ii) identify the major drivers of the LULCC/deforestation; and (iii) assess the approximate amount of carbon stock removed as a result of deforestation during the study period. Remote sensing and GIS were used to analyze LULCC. Landsat images acquired in 1985, 1995, 2005, and 2015 were used. Additionally, data from the Central Statistics Agency on cropland expansion, and human and livestock population growth were analyzed and correlations were made. The results showed that forest lost 123,751 ha while farmland gained 292,294 ha. Farmland and urban settlement expansion were found to be major drivers of LULCC. Aboveground carbon stock removed from forest and shrubland was more than 24 million tons. In the future, allocation of land to different uses must be based on appropriate land use policies. Integrating biodiversity and ecosystem values for each land cover as per the UN Sustainable Development Goal (UN-SDG) 15.9 may be one of the mechanisms to limit unplanned expansion or invasion of one sector at the expense of another.
The study was conducted in four districts, namely Nansebo, Harenna Buluk, Dolo Mena and Dodolla, Southeastern Ethiopia with the following objectives -to: (i) investigate species richness and similarity, diversity, evenness and stand structure of the woody species; (ii) determine the amount of carbon stock stored in the above-ground biomass of woody species; (iii) establish the relationship between the Shannon diversity indices and carbon stock, (iv) identify the most important forest non-carbon benefits obtained by the local communities from the forests; and (v) determine contribution of forest resources to the local economy when compared with other incomes generated from agriculture, including livestock. Data generated by FARM Africa were used to achieve objectives (i) -(iii). To achieve objectives (iv) and (v), a focus group discussion and household survey were conducted. A total of 125 species of woody species, representing at least 45 families and 77 genera, were recorded. The Shannon diversity and evenness indices of the woody species ranged between 2.8 (Dodolla) and 3.5 (Harenna Buluk) and 0.79 (Nansebo) to 0.82 (Dolo Mena), respectively. The woody species had densities ranging from 550 (Dodolla) to 2106 (Harena Buluk) individuals ha -1 . The above-ground carbon stock stored ranged between 148.88 (Dodolla) and 246.27 (Dolo Mena) tons ha -1. About 10 products and services were mentioned by the respondents as important non-carbon benefits from the forests. The non-carbon benefit with the highest contributions in the three districts was fuelwood, while coffee had the highest contribution in Dolo Mena. The contribution of forests to the local economy was significantly compared with other incomes. Forests contributed 40.2% to the household income in Harenna Buluk District and 18.8% in Nansebo District. Considering non-carbon benefits in the design and implementation of reducing emissions from deforestation and forest degradation (REDD+) is important to ensure its acceptance by local communities.
The study was conducted in three main eco-regions, namely Bale Mountains, South-West and Semien Eco-Regions in Ethiopia with the following objectives -to: (i) review the current institutional arrangements in terms of rights and responsibilities, planning system, capacity, and motivation of local communities for the management of environmental resources in Ethiopia in general, and the forest sector in particular and (ii) assess constraints for the successful implementation of policies/legislation, strategies, programs, projects and actions at a landscape level. Focus group discussion and semi-structured questionnaires were used to collect data. Purposive sampling method was employed to select respondents. Environmental resources conservation and management (ERCM) institutions considered in this study were agriculture and natural resources, water, irrigation and electricity, land and environmental protection, local administration, and road authorities. Within the above-mentioned institutions a total of 56 questionnaires were administered and 48 interviews were conducted. The results show that the capacity of the existing institutions is constrained by lack of clear rights and responsibilities, absence of common result framework, absence of common planning system, high staff turnover, absence of spatial planners and failure to respond to the demands of community-based organizations. The institutional arrangements need critical review and analyses in order to design responsible institutions for ERCM at all levels, which includes availing knowledgeable and all-rounded professionals at all levels, with proper incentive mechanisms, who would be able to cope with future challenges emanating from climate change and other social tensions.
