Abstract. Nowadays, increasing of energy consumption due to global warming issues such as heat island effects has attracted the awareness of researchers, architects, engineers, property developers, and authorities to the crucial of green construction or sustainable development concept. Energy efficiency has been identified as a key consideration in discussions of this concept. In term of energy, Malaysia ranked 33 rd in the list of global electricity consumption and 25 th in the list of man-made carbon dioxide emissions. If energy consumption continues to increase at its current rate, domestic petroleum reserve in Peninsular Malaysia is predicted to be depleted by 2014 and Sarawak by 2020 [1]. As responding to the increasing of energy consumption, the demand of green roof technology as passive cooling technique has been recognized worldwide. Generally, by greening the rooftops in urban area, the impact on the urban climate and microclimate as well as on the indoor climate of buildings beneath them will be reduced. Therefore, this paper systematically review the concepts of green roof to give a basic understanding as global. Discussion on the benefits of this concept and its components among topic will be discussed.
Effort to sustainable facilities management (SFM) requires a paradigm shift in terms of management, technology adoption and end-user behaviors. In order to achieve the above efforts, the main role that the FM profession can play is by encouraging management hierarchy in the organization and end users to understand the importance and impact of sustainable development. At the same time, FM professions need to be proactive and be a good role model in managing the facilities and services of a building. According to previous research, the sustainable facilities management process and practices are unclear and immature. Therefore, the objective of this study is to identify and compile critical success factors in order to give a positive impact on implementing SFM, as per the literature. The study used content analysis method with frequency analysis. Nineteen success factors were identified. The most common identified success factors in the literature are strict legislation set by the government, organization's sustainability policy, the commitment and the perception of practicing facilities manager, the involvement of senior management personnel and organizations should provide training and practical management tools for facilities managers. One of the future research can aim towards conducting a severity analysis of the identified factors with regard to the facilities management industry.
The era of 'New Malaysia' has triggered the idea of high-class development in new public services delivery system. Budget and maintenance should be based on a need of the desired level by users or intended to optimize the technological level which can improve the quality of building functions. This manuscript present research analysis the current practice in public building maintenance, including budget allocation in Malaysia, by using Matrix Technique. The purpose of the research is to investigate towards strategies, current procedures and budget issues in public building maintenance in Malaysia. The in-depth investigation of the various policies and manuals in the practice of determining building maintenance budgets has been conducted in this study. From the main areas, the establishment of four key issues related to implementation while extracted and scrutinized, i.e. maintenance policy, procedure, strategy and budget determination. The results show Malaysia has a robust and comprehensive policy and procedure in terms of managing the public building maintenance, including budget estimating. However, they are not implemented in orderly practices, where scope of work unclear, and lot of contradictions appear during conducted the maintenance works. In conclusion, the research findings acknowledged that a new conceptual model for public building maintenance budget determination should be introduced immediately.
