An initial step in flood hazard mapping is hydrological modelling. We present a recent river flood modelling approach in Bosnia and Herzegovina (BiH) for small ungauged catchments of drainage area up to 32 km2. To estimate peak flow of required probability in small catchments, we use the rational method. The paper focus is GIS based procedure for producing the runoff coefficient map for BiH from the DTM and land cover map. For validation of the peak flow modelling results in small ungauged catchments we use diagrams of peak flow per catchment area (specific runoff) versus catchment area in medium and large gauged catchments. The results indicate agreement in specific runoff for 100 and 500 years return period compared to reference runoff in gauged catchments and a mild drop in specific runoff for 20 years.
S-matrix theory is used in order to analyze the energy spectra of electron-atom potential scattering assisted by a bicircular (two-component circularly polarized) laser field having corotating field components. The double scattering (rescattering) is also included in the analysis by applying the second Born approximation in the expansion of the S-matrix element. We have investigated how the energy spectrum of scattered electrons is affected by the scattering angle. We have also analyzed the sensitivity of the energy spectrum to the relative phase and intensity ratio of the laser-field components. The calculated energy spectra are characterized by the plateau-like oscillatory structures with abrupt cutoffs. Positions of these cutoffs in the energy spectra are confirmed by a classical analysis. Rescattering effects can be observed in the calculated energy spectra for certain values of the scattering angle. These effects are represented by the second plateau in the energy spectrum. This is different from the process of above-threshold ionization/detachment by a bicircular laser field, where the (re)scattering effects in the photoelectron energy spectra cannot be observed in the case of corotating laser-field components.
Polazeći od ishoda Francuske revolucije iz XVIII stoljeća, kada je došlo do otpora građanstva monarhiji kao formi vladavine, odnosno autokratskim vladarima u to vrijeme, što je dovelo do prelaska na novu formu vladavine – republike – stvoren je novi okvir za ostvarivanje demokratskih prava svih građana kroz njihovo učešće u odlučivanju i donošenju svih zakona u njihovoj zemlji. Nakon proglašenja nezavisnosti i obnove državnosti Bosne i Hercegovine, putem referenduma iz marta 1992. godine, dolazi do tranzicijskog prelaska sa prethodnog socijalističkog sistema na liberalno-demokratski sistem, parlamentarnog karaktera i višestranačje, čime i ova zemlja nastoji postati dijelom demokratskih zemalja. Ustavom Bosne i Hercegovine, koji nije bio izraz demokratske volje građana ove zemlje, iskreiran je jedan novi politički sistem, koji je u svojoj anglo-saksonskoj formi ostavio niz nedorečenosti, koje se i danas reflektiraju na različite oblasti društveno-političkog života, a time i na izborni sistem u zemlji. Nasuprot toga stoje preporuke iz 14 ključnih prioriteta iz Mišljenja Europske komisije o zahtjevu Bosne i Hercegovinu za članstvo u Europskoj uniji, od kojih je jedan reforma izbornog zakonodavstva i uspostavljanje potpune demokracije
TConsociational democracy, as the subject of various researches, political science, sociological or any other, very often initiates different interpretations or contains elements of a certain ambiguity, which range from incorrect understanding of the term to its use for scientific or political purposes. In this paper, the theoretical views of Arend Lijphart, the author who left the biggest mark in the consideration of consociational democracy, will be analyzed, and considered from the point of view of liberal democracy, by pointing out certain differences and their significance within the practical implementation of both political forms. At the same time, an effort will be made to make a comparative analysis of consociational democracy with the historical and political heritage of Bosnia and Herzegovina. The aim of this paper is to point out various irregularities and ambiguities that appear in public discourse, in such a way that the details of Lijphart's works are used to justify current political views or intentions for a new political order in Bosnia and Herzegovina. As input, experiences from the political systems of Belgium and Switzerland will be used, and put in relation to the political system in Bosnia and Herzegovina.
