This chapter deals with controversial Russian legislation on indigenous peoples’ rights and its practical application. First, the issue of defining indigenous peoples is discussed and the main criteria for distinguishing indigenous peoples are given. Second, indigenous peoples’ special rights under international law are presented. Third, the author describes indigenous peoples’ status and rights in the Russian Federation. Collective and individual recognition of indigenous peoples and their land rights are the main focus. Apart from the rights explicitly provided by existing legal acts, the crucial concept of free prior informed consent (FPIC) is explored. The issues under discussion mostly follow from the incoherence of Russian laws and their inconsistency with international specialized legal instruments. The author proposes ways to resolve some major problems that indigenous peoples in Russia face. For the most part the solutions focus on making changes in Russian laws on indigenous peoples’ issues.
The accelerated rates of scientific and technological progress and the intellectualization of the main factors of production play a leading role in ensuring the economic recovery of national economies, in particular in the conditions of the existence of today's post-pandemic consequences. The technological development of the leading countries of economic development (USA, some of EU countries, Japan, China) poses difficult tasks for other participants in the world economic space to avoid a significant lag, especially in today's post-pandemic society. For the countries of Eastern Europe, this task is complicated not only by political and social tensions, but also by the lack of effective government regulation instruments that could provide support for the high-tech sector as a locomotive for the modernization of the national economy. Moreover, enterprises of the high-tech sector of the economy, being deprived of state support, must independently ensure their functioning by creating a system of economic security. Ensuring safety in a post-pandemic society of such enterprises is characterized by significant differences, which are most related to the need to create safe conditions for the activities of workers - the most valuable resource. The development of enterprises in the high-tech sector of the economy is impossible without taking into account the safety aspects, it requires the intensification of scientific research in this area. The purpose of the article is to form information support for managing the economic security of enterprises in the high-tech sector of the economy in the context of post-pandemic modernization.
In the conditions of critically high uncertainty of changes in the operating environment for the most engineering enterprises, the relevance of ensuring financial security increases, not only for the effective implementation of economic activity, but also for the survival and preservation of business. The implementation of protective measures in the field of economic security provides for counteracting the negative impact of external and internal threats, and its effectiveness is determined by its ability to minimize potential losses. The development of scientific forecasts of changes in the impact of key threats is intended to form an analytical basis for adjusting tactics and strategies for managing economic security. A model for managing the economic security of a engineering enterprise has been developed that allows for the internal interaction of key elements to be carried out in advance, to concentrate the efforts of security subjects and to accumulate the necessary resources.
