The study of state border have always been an interesting topic of discussion among the International Relations scholars, this is because the border issues are related to territorial issues and state sovereignty. So that discussions about state borders are always dominated by traditional security approaches that put the country as the primary actor. Meanwhile, this article seeks to use the human security approach in reviewing state border issues. This is done as a form of response to the dynamics of change in international relation. Unlike traditional security approaches that always put a state as the object of reference, the human security approach is focus on individual security. According to UNDP there are seven universal components in human security approach; economic, food, health, environment, personal, community, and political security.
Sosek Malindo cooperation is mutual agreement between Indonesia and Malaysia that concentrated in the field of socio-economic development in border areas. The main objective of Sosek Malindo cooperation is to improve the welfare of the people who live in border areas of each country. Sosek Malindo Cooperation produce some agreements, but not all of them can be implemented, because of compliance problems. The failure was caused by several factors, among others: the limited authority of the actor, the factor of interest, in managing the agreement Sosek Malindo regime does not use persuasive methods. Moreover it has serious implications to the implementation of agreement and actor behavior. Tujuan utama dari kerjasama ini adalah untuk meningkatkan kesejahteraan rakyat yang tinggal di area perbatasan di masing-masing negara. Kerjasama ini menghasilkan beberapa kesepakatan, namun tidak semuanya bisa dilaksanakan karena masalah penyesuaian. Kegagalan itu disebabkan oleh beberapa faktor, antara lain kewenangan terbatas aktor, faktor kepentingan dalam mengatur kerjasama dan tidak menggunakan metode persuasif. Terlebih lagi terdapat dampak serius terhadap pelaksanaan perjanjian dan prilaku aktor.
The original Javanese culture of the communities in Java has been running for decades, meaning that this culture has been very rich in elements of universal culture such as the system of social organization, knowledge, arts, religion, and language. Ngayogyakarta Hadiningrat Palace plays an essential role as the center and cultural resource owned by the city of Yogyakarta; one of the areas that are still famous for its cultural guardians, traditions, and behaviors of an ancestor. This research used qualitative methods to obtain data through literature reviews and interviews. Literature review and interview results then became analytical material and adapted to the existing frame of thought as a result of the library studies conducted at the beginning. Then after the analysis process was completed, the results were obtained. This research revealed that the Javanese culture in the people of Yogyakarta affected the political ideology because when speaking about Javanese culture, three aspects cannot be separated in the Javanese community, especially Yogyakarta, Javanese culture, Belief, and religion. A contest will always be syncretism, cannot be constantly intact on assimilation, and acculturation is even alienated (to be drawn). As long as the Javanese people still exist, the Javanese culture will remain alive and develop when the relics of letters, dialectics, and cultures still exist.

The main issue of this paper highlights the development policy and prosperity of the people in the border area. The border area has always been the sexiest issues to discuss, as it is identical as a lagging and isolated area. The collaboration between the government and local communities to overcome those problems is needed. In this case, development policy becomes the key role in order to increase the quality of social life especially for the local people. The notion of development has lost its significance due to the absence of ethics or moral dimension. Practically, the ethics make the development more meaningful for the entire human life and environment comprehensively. Development is a necessity that must be done by every single government to make progress and change for the better life of the citizens. Development also can be seen as a process of expanding prosperity of the social life.
