The purpose of this study w as to exam ine the accom plishm ents and problem s of National Target Program on New Rural Developm ent(NTP-NRD) of the Vietnam governm ent during the 1st stage (2011)(2012)(2013)(2014)(2015). Based on the literature review and interview, the following suggestions w ere draw n w ith related to 19 criteria and 39 indicators; 1) the relationship betw een the overall goal and 19 criteria as its m easures seem s to be inconsistence, so that the m eet of the 19 criteria regarded as the goal of the NTP-NRD, 2) there w as no m easures for the com m unes, w here m et the requirem ent of 19 criteria early, 3) m ost indicators were output oriented, while outcom e level were little, 4) it needed to adjust for the som e indicators as the im plem entation unit from com m une level to m ore w ider spatial level.
