Currently, the Jakarta water is suffering from a high level of pollution, both the groundwater or the river. This is mainly caused by domestic wastewater disposal that has not been properly controlled. Efforts to develop domestic wastewater management are inadequate. Infrastructure development is very slow, the community participation and care, the wastewater management competencies and capacities are all very low. For this reason, it is necessary to increase the role of domestic wastewater management operators and regulators, to accelerate the construction of domestic wastewater treatment infrastructure, improve the participation and care of the community, and to improve the competence and capacity of domestic wastewater management service managers. The purpose of this study was to determine the role of the operators and regulators in the development of domestic wastewater management in DKI Jakarta. To achieve this goal, this study was conducted using the method of interpretive structural modeling (ISM) as a method for analyzing the interrelationships between institutions in the framework of developing domestic wastewater management. The result of this study shows that the key institutions that could accelerate the wastewater infrastructure development are the Coordinating Ministry of Economic Affairs, National Development Planning Agency, and the Ministry of Public Works and Public Housing. The key institutions in enhancing the participation and care of the community are the Water Resources Office, the Environmental Office and the regional owned company Managing DKI Jakarta Waste Water. The key institutions related to improving the competence and capacity of domestic wastewater service managers are the Ministry of Public Works and Public Housing.
The budget spending in the Regional Government's Budget (APBD) is one of the indicators of the success of the regional development. DKI Jakarta Province's APBD spending is seen to be sub-optimal, with the average of 75.79% in the last 5 years (2012-2016), below the 95% target set out by the Minister of Finance. As such, a study is required to review why it happens and what factors need to be addressed to optimize the DKI Jakarta Province's APBD spending. The previous study conducted to analyze the low spending in the Ministries/Institutions and Regional Government in general. This study is conducted to understand the sustainability of the budget spending and to identify the types of spending that might be the driver to optimize the DKI Jakarta Province's APBD spending, enabling the province realized its development target and directly providing a desirable impact the public and the business world, increase their trust to the government and in turn will push the DKI Jakarta's economic growth. This study uses Multidimensional Scaling (MDS) with a secondary data from The Regional Government Financial Report (LKPD) of DKI Jakarta Province for the year of 2012 to 2016 and the End-of-Term Accountability Report (LKPJ-AMJ) of DKI Jakarta Province of the Year 2013 to 2017 (2016a). The result of this study shows that the average DKI Jakarta Province's APBD spending of the last five years (2012-2016) is 47.64 or fall under the category of "less sustainable", whereas the spending items causing the unfavorable result are the social benefits, grants, land acquisitions and buildings and structures spending. As such, it is recommended that the DKI Jakarta Provincial Government establishes a more measurable policy on planning, budgeting and execution and to increase the competence of its apparatus.
Project problems such as wasted costs, poor quality, delays in completion time and other impacts that have the potential to cause legal consequences are often experienced. This happens because the implementer ignores the principles of project management in its implementation as a result of a poor understanding of project management. For this reason, the DKI Jakarta Provincial Human Resources Development Agency held a Project Management training which during the Covid-19 pandemic was conducted online. Based on the analysis carried out, from the participant aspect, it was found that the level of satisfaction of the training participants was very high to a very satisfactory level. The increase in participants' knowledge was felt to be higher by participants with a background in social education and humanities compared to participants with a science and technology background. All participants said they would apply the principles of project management because they believe their competence has increased so that they can make a positive contribution to improving the performance of their agencies. Regarding the training aspect, the material was in accordance with what was expected and needed in managing the project. This training can be attended by participants from various educational backgrounds, but the implementation time needs to be considered for participants with social and humanities backgrounds. In order to provide a better understanding, online training needs to be combined with offline in class. The training is felt to be very useful for improving the competence of project managers, so it needs to be continued with modification and development.
Gross Regional Domestic Product (GRDP) which provides a comprehensive picture of the economic conditions of a region is indicator for analyzing economic region development. Another indicator that is no less important is inflation as an indicator to see the level of changes in price increases due to an increase in the money supply that causes rising prices. The success of development must also look at the income inequality of its population which is illustrated by this ratio. One of the main regional development goals is to improve the welfare of its people, where to see the level of community welfare, among others, can be seen from the level of unemployment in an area. To that end, in order to get an overview of the effects of GRDP, inflation and the ratio of gini to unemployment in DKI Jakarta for the last ten years (2007-2016), an analysis was carried out using multiple linear regression methods. As a result, together the relationship between GRDP, inflation and the Gini ratio is categorized as "very strong" with a score of 0.936, and has a significant influence on unemployment. Partially, the GRDP gives a significant influence, but inflation and gini ratio do not have a significant influence. GDP, inflation and the Gini ratio together for the last ten years have contributed 81.4% to unemployment in DKI Jakarta, while the remaining 18.6% is influenced by other variables not included in this research model, so for reduce unemployment in DKI Jakarta, programs that are oriented to economic growth, suppressing inflation and decreasing this ratio need to be carried out simultaneously. The current process of proposing and calculating credit number for Widyaiswara is felt to require an exceedingly difficult effort. Many costs must be incurred, especially to hold office stationery such as printing equipment, paper, ink, binder clips, and others. The next issue is how to provide a relatively large number of proposal files and a place for verification and evaluation. After the research is finished, the problem arises again when it will destroy the documents that have been examined. This condition causes waste generation which is not environmentally friendly. An alternative solution for this is to use an online system of calculating credit numbers. However, the development and use of online system applications require considerable development, maintenance, and development costs. Based on research conducted using Microsoft Excel software combined with several software that provides unpaid facilities, a credit score calculation system application can be built for Widyaiswara that is simple, easy, and inexpensive. The results of trials conducted on the calculation of Widyaiswara BPSDM credit figures in DKI Jakarta Province gave very satisfying results, especially on increasing the speed of time and accuracy of proposals and assessments.
