In the first half of 2020, millions of people were subjected to drastic restrictions aimed at limiting the spread of the Covid-19 disease. Austria, France and Poland have implemented a lockdown to varying degrees and for varying lengths of time. This is an unprecedented situation in Europe: until now, even in times of war, curfew measures have never been applied 24 h a day. The research presented in this article was carried out in real time, in April and May 2020, with the help of urban planning students from three countries. Its objective is to observe the interaction between these measures and the urban space in two dimensions. On the one hand, we analyse the impact of these measures on the urban space and on the spatial practices of the inhabitants. On the other hand, we examine the conditions which different types of urban and rural space have provided for the inhabitants experiencing confinement. This empirical study leads to a discussion and recommendation for the town planners of the future.
Single-family houses are a common form of housing in Europe. Most were built in the context of the suburbanization after World War II and are now facing challenges arising from generational changes as well as increasing living and energy standards. According to the hypothesis of this paper, in several EU regions, single-family houses may face future challenges arising from oversupply and lack of adaptation to current demand. To examine this, the paper analyses the present situation and discusses the prognosis for the challenges described above regarding the three neighbouring north-western European countries Belgium, Germany, and the Netherlands, based on available data and a review of country-specific characteristics of housing markets as well as national policies. Despite an impending mismatch between demand and supply, planning policies still support the emergence of new single-family houses. The comparison of Belgium, Germany, and the Netherlands shows the growing polarization between shrinking and growing regions and central and peripheral sites apparent at different stages in the three countries. While a high rate of vacancies is already registered for some regions in Germany, in the Netherlands this phenomenon can only be seen near the borders and in villages within the Randstad conurbation. In Belgium also, this phenomenon is not yet widespread, but in some suburban neighbourhoods dating from the 1950's and 1960's more and more single-family houses are becoming more difficult to sell, indicating an emerging mismatch between supply and demand. This article proposes some instruments which enable municipalities to intervene in single family housing neighbourhoods which are largely dominated by private ownership. These instruments are not yet widely established in single-family housing neighbourhoods but that may become important in the future.
This article reflects on dimensions of power that occurred in visioning workshops with different stakeholder in the West Bank and in the Gaza Strip. The overall argument developed in the article is that the visioning process-especially signs of spatial and institutional dimensions of power-occurred in both cases in a rather similar way, even though the conditions for planning and visioning are significantly different in the West Bank and in the Gaza Strip. The visioning process illustrated that planning indeed shows signs of mediating space and power. Those power struggles are deeply rooted in the Palestinian planning history, the long-standing separation between the Gaza Strip and the West Bank and the protracted conflict between Israel and Palestine. Experiencing oneself the 'dark side of planning' makes clear that planning is not benign and that planning can be a powerful tool for either progressive, pluralistic practices or oppressive ones, as means of regulation and control.
Johannesburg, which is South Africa’s largest city and economic center, is still influenced by patterns of inequality of the past. Although spatial transformation has been rapid since 1994, spatial divisions along class lines are still prevalent long after the apartheid era. This is despite the fact that societal values such as inclusivity, spatial justice and equal access to resources have become the core goals of Johannesburg’s spatial and urban development. This is particularly true when addressing housing, public open spaces, transport and social infrastructure embedded in a suitable land-use mix. However, despite the adoption of numerous policies by government, this research indicates that even recent urban development projects such as Fleurhof and Waterfall are falling short in delivering those objectives. Based on a case study analysis, we show that significant dysfunctionalities become evident when evaluating these two projects, despite their meeting relevant indicators of spatial inclusion on paper. Tensions are identified between theoretical approaches and the implementation of societally relevant policy goals. These include inclusivity and spatial justice by mostly privatized provision of housing and services, and deficiencies in public maintenance of infrastructure. The research reveals, that ‘ticking-the-boxes’ behavior on policy and project level does not produce equitable, inclusive neighborhoods and urban spatial patterns, but rather reproduces spatial inequalities of the past. If these policies are to result in real spatial change and improvement in the lives of Johannesburg residents, a more proactive approach by the public sector at different levels will be necessary.
