The article is devoted to the problem of finding an effective methodology for the formation of the value bases of the college students’ information culture of education in the design and research activities. The article presents a theoretical analysis of the experience of forming the value foundations of the information culture of the individual. The authors identify the stages of the process of formation of the value bases of the information culture of students in the organization of secondary vocational education. The article presents a description of experimental work, in the core of which there is design methodology’s and research activities’ modernisation with an emphasis on the formation of the value foundations of the information culture of the individual. The paper describes the author's diagnostic tools for assessing the dynamics of the formation of the value bases of the information culture of the individual according to the practice-activity criterion. The analysis of the results indicates the positive dynamics of the formation of the information culture value foundations. It is concluded that the presented results of the empirical study, as well as the secondary mathematical and statistical processing of the results by the chi-square method, confirm the effectiveness of the described work on the formation of the value foundations of the information culture of students of secondary vocational education.

The information and educational environment is considered as a condition for the formation of the value foundations of the information culture of the individual. The paper presents a theoretical analysis of research on the formation of the value foundations of the information culture of the individual, as well as the creation of a value-rich information and educational environment. The analysis of the earlier studies of environmental issues allowed us to identify the components of a value-rich information and educational environment. The article describes the experimental work on the creation of an environment in an educational organisation of secondary vocational education that ensures the formation of the value foundations of the information culture of the individual. The paper describes the authors’ diagnostic tools for assessing the influence of the educational environment of the organisation of secondary vocational education in the process of forming the information culture of students. Correlation analysis demonstrates that the saturation of the environment with the value foundations of information culture has a significant impact on the activities of the subjects of the educational process and, in general, on the formation of the value foundations of students' information culture.
The article focuses on the problem of developing value framework of student information culture in the organization of secondary vocational education. For the first time, the author reveals pedagogical conditions for the efficiency of this process: the stages of experimental work aimed at developing the value framework of student information culture in the organization of secondary vocational education are considered. The analysis performed before and after the experimental study shows positive dynamics within the value framework development of information culture. It is concluded that the presented results of an empirical study indicate the efficiency of experimental work on the value framework of student information culture in the organization of secondary vocational education.
