Rural settlements that are shaped by the existence of the natural environment such as climate, topography, water resources, traditional buildings and gardens built with accessible construction materials found in the region, and organic structures in harmony with the natural environment are also cultural heritage areas. In this sense, preserving the traditional fabric of rural settlements and ensuring the continuity of rural life is important for sustainable development. The necessity of ensuring architectural identity and cultural sustainability in rural settlements that are faced with involuntary (forced) migration and whose projects are prepared for resettlement, as they may be adversely affected by the development projects carried out by the state, constitute the problematic of this study. Within the scope of this study, the Konya - Bozkır Barrage Resettlement Project prepared for the Dedemli village, which faces involuntary migration due to the construction of the Bozkır Barrage, is handled and evaluated with its positive and negative aspects. Based on the on-site examinations it is possible to mention that, although higher life standards are tried to be achieved in the resettlement project, both the overall planning of the project and the houses built with modern building materials in the exterior and interior exhibit a typology far from the traditional architectural typology and the socio-cultural, architectural, urban and economical continuity belonged to the place cannot be achieved. According to the results obtained from the field study, attention is drawn to the negative consequences of new resettlement projects produced on the basis of typical projects in terms of architectural identity and cultural sustainability, and the village design guidelines prepared for new villages are recommended to be applicable for villages that had to move and it is emphasized that principles should be put forward to ensure its continuity.
Universities, among the educational institutions where qualified manpower to shape the future of a society are trained, means a collection of buildings in which education and research activities take place physically. As a contemporary educational environment, universities are required by the education system that develops apart from the basic functions of education, research and knowledge production; It includes physical formations that will respond to functions such as work, nutrition, shopping, entertainment, sports, recreation and health. The socio-economic, cultural and recreational needs of the society, which change and develop over time, have made it necessary for universities to be planned as new settlements away from the city centers. Thus, the concept of "campus" emerged and universities began to be established in large areas in areas open to development, based on certain systems. Campus settlements, which have the characteristics of a city in themselves and therefore have a structure that changes and develops over time, are expected to serve for many years, and in this sense, they should be planned in a way that can meet their development and growth needs. In this study discussing the physical growth and change process of Selcuk University Alaaddin Keykubat Campus it is aimed to evaluate the sample area by considering the growth and flexibility criteria of university campuses. As a result, it is possible to say that both the chosen settlement system and the adopted design criteria can directly or indirectly affect the physical growth and development opportunities on campuses, starting from the pre-planning stage. It is important for universities, which are expected to serve in the long term and are important for the development of the society, to accurately determine the physical growth and development opportunities in the campuses and to support these determinations with the appropriate settlement system and design criteria, so that they can fulfill these responsibilities in favor of the society for a long time.
Smart cities are a way of life that emerged after the 2000s in order to produce innovative solutions by using information and communication technologies and to transform cities into livable conditions, with awareness and consciousness against global problems and adverse living conditions. With the use of developing technologies and the inclusion of sustainability in every sense, smart applications are developed and ease of use is provided by including these applications in urban life. Thanks to this concept, which consists of different sub-components, urban life, which creates crowded living spaces, becomes smart from their current situation and comes to a position that provides its own future. Smart city formation emerges as an important issue in the effort of reaching the future, affecting every city that exists globally as a result of the cooperation of technological developments, innovations and sustainability. Especially in recent years, intensive researches, applications and studies have been carried out in order to create smart cities in the global sense. However, apart from some cities that have developed themselves in this sense, smart applications developed to create smart cities are used in pilot areas with limited access and cannot be generalized. The city of Konya, which was chosen as the sample area within the scope of the study; It is one of the leading cities in Turkey that develops itself by using smart applications and sustainable methods and develops in the process of becoming a smart city. It is aimed to examine and evaluate the smart city applications discussed in this study and to make suggestions on the diversification and dissemination of such smart city applications. Özet Akıllı kentler, 2000’li yıllardan sonra küresel anlamda meydana gelen problemler ve olumsuz yaşama şartlarına karşı oluşan farkındalık ve bilinç ile bilgi iletişim teknolojileri kullanılarak yenilikçi çözümler üretilmesi ve kentlerin yaşanabilir hale dönüştürülmesi için ortaya çıkmış bir yaşam şeklidir. Gelişen teknolojilerin kullanılması ve bu kullanıma her anlamda sürdürülebilirliğin katılması ile akıllı uygulamalar geliştirilmekte ve kent yaşamına bu uygulamalar dahil edilerek kullanım kolaylıkları sağlanmaktadır. Farklı alt bileşenlerden oluşan bu kavram sayesinde kalabalık yaşam alanlarını oluşturan kent hayatları, mevcut durumlarından akıllı hale geçerek kendi geleceğini kendi sağlayan bir konuma gelmektedir. Akıllı kent oluşumu, teknolojik gelişmeler, yenilikler ve sürdürülebilirlik kavramının beraber çalışması sonucu küresel anlamda var olan her kenti etkileyen ve geleceğe ulaşma çabasında önem taşıyan bir konu olarak karşımıza çıkmaktadır. Özellikle son yıllarda küresel anlamda akıllı kentler oluşturabilmek için yoğun araştırmalar, uygulamalar ve çalışmalar yapılmaktadır. Ancak Türkiye’de bu anlamda kendini geliştirmiş bazı kentler dışında akıllı kentler oluşturabilmek için geliştirilen akıllı uygulamalar pilot alanlarda sınırlı erişim ile kullanılmakta ve genele yaygınlaştırılamamaktadır. Çalışma kapsamında örneklem alan olarak seçilen Konya kenti; Türkiye’de akıllı uygulamalar ve sürdürülebilir yöntemler kullanarak kendini geliştiren ve akıllı kent olma sürecinde gelişim gösteren kentlerin başında gelmektedir. Bu çalışmada ele alınan akıllı kent uygulamalarının incelenmesi ve değerlendirilmesi ile bu tarz akıllı kent uygulamalarının çeşitlendirilmesi ve yaygınlaştırılması konusunda öneriler getirilmesi amaçlanmaktadır.
