This article is to study the policy implementation of Minapolitan area development in Gorontalo Utara Regency. The result of research shows that the implementation of policy of Minapolitan area development had an impact on the change of knowledge, skill, and the attitude of fishermen member of Minapolitan. The changes can be seen in the ability to manage fishing commerce and develop various types of cultivation that is facilitated by local government. Another change is physically visible from the opening of roads and bridges access, telecommunication, and education accesss. Synergy of Working Group as a responsible policy development Minapolitan have not maximized yet, especially in terms of marketing and promotion of the production of fishery products and aquaculture. The existence of koperasi, BRI, and other financial institution have not given an opportunity to the fishermen to get credit for business development.
Suku Bajo di Torosiaje memiliki karakter yang sangat bermanfaat pada penguatan karakter warga negara. Sayangnya, karakter yang dimiliki oleh masyarakat Suku Bajo di Torosiaje kurang mendapat perhatian serius. Oleh karena itu, diperlukan usaha secara mendalam untuk memahami karakter Suku Suku Bajo di Torosiaje. Metode penelitian yang digunakan yakni metode kualitatif. Hasil penelitian menunjukkan bahwa disorientasi karakter Suku Bajo di Torosiaje dipengaruhi oleh kebutuhan masyarakat, tokoh adat ataupun para sesepuh mulai berkurang, serta pemerintah kurang komprehensif memandang kearifan lokal Suku Bajo di Torosiaje. Berdasarkan temuan tersebut disarankan beberapa hal penting seperti dalam pemenuhan kebutuhan haruslah kontekstual dengan karakter Suku Bajo serta perlu definisi yang jelas dari pemerintah terhadap keberadaan Suku Bajo di Torosiaje.
Despite the government support for economic development in some coastal areas in Indonesia, the paradigm about women’s agency remains almost the same. This is because women are still marginalized. This paper focuses on looking at agency of women in managing their resources. This study proves that women are active agents in coastal areas of North Gorontalo. Specifically, in the seaweed production, empirical evidences show significantly that women's associations succeeded in gaining economic advantages, participatory leadership, and had adaptability towards changes in technology and seaweed market. Applying a qualitative research approach, this study illustrates a number of policy subjects, organizational patterns, regional opportunity, and actors that support the centrality of women’s organizational capabilities in the field of seaweed production in the north coast of Gorontalo. This study justifies the tendency in Gorontalo, and perhaps in other areas in Indonesia, that women groups have an economic reputation in the seaweed production because they are fully involved in all production processes.
Globalisasi berdampak pada terkikisnya kearifan lokal yang kaya akan nilai-nilai karakter positif. Hal demikian terjadi pula pada Suku Bajo di Torosiaje. Olehnya, sangatlah diperlukan upaya mendalam dan konstruktif untuk menjaga agar karakter positif Suku Bajo di Torosiaje benar-benar eksis. Adapun metode penelitian yang digunakan yakni metode kualitatif. Hasil penelitian menunjukkan bahwa identitas dan karakter Suku Bajo di Torosiaje nampak pada kegiatan karakter religius yang ditandai dengan secara kuantitas beragama muslim, terbuka dengan orang lain, dan cinta lingkungan. Karakter gotong-royong nampak pada bersama-sama membangun rumah warga. Karakter inovatif nampak pada mulai mengenal kegiatan ekonomi daratan dan membangun wisata terapung yang yang menonjolkan identitas Suku Bajo di Torosiaje. Berdasarkan temuan tersebut disarankan beberapa hal seperti pentingnya memadukan identitas dan karakter Suku Bajo di Torosiaje dengan tuntutan dan perkembangan zaman, agar identitas dan karakter Bajo di Torosiaje tetap terjaga meskipun di tengah perubahan akibat globalisasi.
ABSTRAKAnak sebagai salah satu penerus bangsa yang harus di lindungi oleh hukum sekiranya harus dipenuhi hak. Di era pandemic covid-19 banyak anak yang kehilangan orang tua, sehingga pemenuhan hak anak juga terbengkalai. Adapun penelitian ini bertujuan untuk mengetahui bagaimana perlindungan hukum hukum berbasis social family terhadap pemenuhan hak anak korban kehilangan orang tua pasca pandemi covid-19 di Gorontalo serta dampak pemenuhan hak anak korban kehilangan orang tua pasca pandemi covid-19 yang berada dibawah Pengasuhan kerabat/keluarga. Adapun metode penelitian ini menggunakan kualitiatif deskripstif yakni dengan melihat fakta dilapangan dan dianalisis berdasarkan aturan yang ada. Adapun Hasil yang ingin dicapai dalam penelitian ini adalah terpenuhinya perlindungan hukum berbasis social family dan pemenuhan hak anak korban kehilangan orang tua pasca Covid-19 di Gorontalo. In the era of the covid-19 pandemic, many children have lost their parents, so the fulfillment of children's rights is also neglected. The purpose of this study is to determine how the legal protection of social family-based law to fulfill the rights of children victims of parental loss after the covid-19 pandemic in Gorontalo and the impact of fulfilling the rights of children victims of parental loss after the covid-19 Pandemic who are under the care of relatives/family. The research method uses descriptive qualitative that is by looking at the facts in the field and analyzed based on existing rules. The results to be achieved in this study are the fulfillment of social family-based legal protection and the fulfillment of the rights of children victims of parental loss after Covid-19 in Gorontalo.
