Tulisan ini bertujuan untuk menganalisis dan mendeskripsikan bagaimana implementasi kebijakan pengelolaan BUMDes pada masa pandemi di Desa Protomulyo, Kaliwungu Selatan di Kabupaten Kendal. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik menentukan informan menggunakan purposive sampling berdasarkan subjek yang mendominasi dan bersedia memberikan keterangan. Informan penelitian adalah perangkat Desa Protomulyo dan pengurus BUMDes melalui wawancara dan observasi. Analisis data menggunakan teori dari Miles & Huberman. Hasil penelitian menunjukkan, pengelolaan BUMDes pada masa pandemi di Desa Protomulyo, Kaliwungu Selatan Kabupaten Kendal memiliki beberapa permasalahan dilihat dari Indikator Kooperatif dan Berkelanjutan. Pertama, kerja sama terhambat oleh pandemi, sehingga pendapatan mengalami penurunan. Kedua, BUMDes belum ada perbaikan karena pandemi sehingga tidak bisa berjalan optimal. Faktor yang mempengaruhi terdiri dari komunikasi, sumber daya, disposisi dan struktur birokrasi. Indikator komunikasi adalah indikator dominan yang menyebabkan masalah karena Desa Protomulyo tidak memiliki dana yang cukup untuk mengembangkan kebijakan BUMDes
The role of youth as the first generation of the Indonesian nation can be seen from the role of youth as agents of change. This study aims to provide a description of the role of youth in participating in the success of activities affiliated with political parties. The research approach used is descriptive with the type of research mixed method. The quantitative approach method uses the Kolmogorov-Smirnov method of hypothesis testing and analysis of variance through the two-way Friedman level. This study concludes first that the responses of the respondents, both youth and women, to activities affiliated with political parties are no different or the same. This means that activities affiliated with political parties are considered equally good by young people and women. Second, youths have significant differences in preferences for the four types of activities affiliated with political parties. In this condition, the youth as respondents considered that the four activities affiliated with political parties have different levels of advantages and disadvantages so that their preferences for the four are also different. There is a certain tendency in choosing activities affiliated with political parties.
The implementation of social insurance for all citizens as mandated in Article 28H Constitution of the Republic of Indonesia in 1945, Amendment IV, Paragraph (1), (2) and (3) Chapter XA of the right to social security which say: Each person has a right to a life of well-being in body and mind, to a place to dwell, to enjoy a good and healthy environment, and to receive medical care. Each person has the right to facilities and special treatment to get the same opportunities and advantages in order to reach equality and justice. Each person is entitled to social security enabling him to develop his entire self unimpaired as a dignified human being. Through the enactment of Law No. 40 of 2004 on the Social Security, the Indonesian nation has actually had a social insurance system for all Indonesian people. In accordance with the article 5 of the Law mandates the establishment of the agency called the Social Security Agency (BPJS) which on November 25, 2011, stipulated Law No. 40 of the National Social Security System and Law No. 24 of 2011 on the Social Security Agency (BPJS) which commenced on January 1, 2014. The aim of this study is to analyze the quality of the implementation of healthcare service, the payment system and factors obstracting it. This study uses descriptive qualitative methodology with informants representing the health care workers and health service user or patients. The data was collected by using in-depth interview and field observation. Qualitative data analysis was conducted to answer the problem of research in the form of data reduction that is described in narrative. Based on the result, it revealed that the implementation of Health Care For BPJS Participants studied of constitution No. 24 of 2011 in dr. H. Sowondo Kendal in general has been running well according to Standard Operational referring to the public services Law No. 25 of 2009.

The purpose of this research is to analyze and describe how optimalization management of tourist attraction during pandemic by Dinas Kepemudaan, Olahraga dan Pariwisata Kendal Regency. This study uses a descriptive qualitative method, which means that researchers get data through observation and interviews and documents about Tourist Attractions by Disporapar. The data analysis used the theory of Miles & Huberman which consists of data reduction, data presentation, and conclusion. The results showed that Disporapar held tourism management training for tourism actors with the aim that tourism actors were able to make Kendal Regency tourist destinations known to tourists and the wider community during the pandemic. The optimization of the management of Tourist Attractions during the pandemic by Disporapar has gone well and effectively. Such as providing a place to wash hands, adjusting seating distances and requiring visitors to wear masks. Disporapar worried if this pandemic will be long over, because it affects the income of business actors.
