A sender designs an information structure to persuade a receiver to take an action. The sender is ignorant about the receiver's prior, and evaluates each information structure using the receiver's prior that is the worst for the sender. I characterize the optimal information structures in this environment. I show that there exists an optimal signal with two realizations, characterize the support of the signal realization recommending approval,, and show that the optimal signal is a hyperbola. The lack of knowledge of the receiver's prior causes the sender to hedge her bets: the optimal signal induces the high action in more states than in the standard model, albeit with a lower probability. Increasing the sender's ignorance can hurt both the sender and the receiver.
Why do voters in electoral autocracies vote for opposition parties that are co-opted by the government? The logic of electoral accountability should lead constituents to vote such parties out, and parties, knowing this, should never agree to be co-opted. Yet there is evidence that constituents often do not sanction opposition parties for failing to prevent the government from consolidating power. Standard accountability models suggest that this accountability failure is due to the parties having developed good reputations. This article develops a formal theory that offers a novel explanation for accountability failures specific to electoral autocracies. The theory shows how a consolidation of power by an authoritarian regime, increasing its ability to punish opposition politicians, can lead citizens not to vote opposition parties out of office even after seeing them fail to prevent a consolidation of power.
Why do elites in some authoritarian regimes but not others remove from power the leaders who harm their interests? We develop a formal theory explaining this. The theory shows how elites' ambition prevents them from controlling authoritarian leaders. Because ambitious elites are willing to stage coups to acquire power even when the leader is good, ambition renders elites' claims that the leader's actions harm them less credible, making the other elites less likely to support coups. We show that the impact of the proportion of competent politicians on personalist regimes is non-monotonic: personalist regimes are most likely to emerge not only when there are few competent politicians but also when there are lots of them. We also provide insight into which elites become coup-plotters. The theory explains the emergence of personalist regimes, the frequency of coups, and why some authoritarian countries enjoy a more competent leadership than others.
Ethnic voting is an important phenomenon in the political lives of numerous countries. In the present paper, we propose a theory explaining why ethnic voting is more prevalent in certain localities than in others and provide evidence for it. We argue that local ethnic geography affects ethnic voting by making voters of ethnicity that finds itself in the minority fear intimidation by their ethnic majority neighbors. We provide empirical evidence for our claim using the data from round 4 of the Afrobarometer survey in Ghana to measure the voters’ beliefs that they are likely to face intimidation during electoral campaigns. Using geocoded data from rounds three and four of the Afrobarometer, as well as data from the Ghana Demographic and Health Survey, we find no evidence for local public goods provision as an alternative mechanism.
