The situation in the Russian real estate market can be significantly aggravated in the context of the crisis caused by the pandemic COVID-19. To understand how soon the Russian residential real estate market will be able to adapt to the new realities, it is necessary to give a forecast of the main trends that will occur in this sector in the post-viral era. The impact on the residential real estate market of the crisis caused by the widespread introduction of the quarantine regime and other restrictive measures in the framework of countering the pandemic of viral infection, the declaration of public health emergencies has not been investigated in the international and domestic literature. Since the current crisis is caused by the shock of demand and the shock of supply, which allows us to talk about it as a financial crisis with massive bankruptcy of both legal entities and individuals, the authors in their study relied on scientific works, the subject of which were the development of the real estate market in the context of the economic crisis. The main results of the study include: highlighting the characteristics of the residential real estate market that developed on the eve of the outbreak of the crisis; in conditions of shock period; its restoration and possible directions for the development of the residential real estate market in the near and medium term. In order to predict the situation in the domestic residential real estate market, a model of housing affordability ratio was applied (taking into account mortgage support). The findings of a study of the situation in the residential real estate market allowed the authors to propose a number of measures that need to be taken at the level of state authorities in the context of the "pandemic effect."
The article is devoted to the problem of development of the construction market of residential real estate in Russia in the conditions of the crisis caused by the COVID-19 pandemic. The global coronavirus outbreak provoked one of the deepest crises since the Great Depression. Sanitary force majeure caused by COVID-19 caused not only recession of the global economy, but also of national economic systems [1]. The pandemic and related restrictive measures have also affected many areas of the domestic economy, and the real estate market was no exception. To understand how soon the development sector will be able to adapt to the new realities, it is necessary to give a forecast of the main trends that will be observed in the construction sector of Russia and specifically in the housing construction sector, as well as in related areas of the country's economy.The main results of the study include: highlighting the characteristics of the housing construction sector that have emerged on the eve of the COVID-19 pandemic crisis, under conditions of a shock period of income recovery and the outlines of possible directions of housing construction development in the near future. As a result of the study, the following conclusions were drawn: the protection of one of the systems for the reproduction of "human capital" in the face of the "pandemic effect" should be guaranteed by a housing support programme, financial assistance for specific construction projects with the transfer of a share of constructed housing to the State as security for its repayment obligations.
The development of logistics in the domestic economy is significantly behind this process in developed countries, both in terms of its accessibility for business entities and in terms of implemented competencies. This is largely due to the use of hierarchical forms of organization of logistics activities, which hinder the efficiency of management decisions in the field of logistics, as well as prevent rapid adaptation to dynamically changing business conditions. This situation for construction business entities is compounded by the lack of a well-established mechanism for their work in the construction market, taking into account changes in legislation on shared-equity construction, as well as the need for early reorientation from narrowfunctional construction work to solving additional consumer problems, increasing the use of technological innovations in the construction sector that change the concept of organizing business processes, relations in the coordinates of "construction firm-consumer". In this regard, it becomes necessary to rethink the approach to organizing logistics activities, which should focus on dynamic relationships between construction organizations, customers, banking structures, investors, construction industry enterprises, supply organizations and transport structures. These circumstances increase the interest in the business environment to the problems of construction logistics, the transformation of construction organizations into real logistics systems that can provide not only a significant economic, but also social effect, since the problem has a pronounced social character. This determined the relevance of the study of the problems of organizing logistics activities in construction and its purpose-the development of theoretical views on the logistics of construction in modern conditions, which will determine the scientific and methodological approaches to the process of creating logistics systems of construction organizations. As the main methods of research on the problems of construction logistics, we used both General scientific methods of knowledge, which allow us to objectively and comprehensively study the conceptual provisions of logistics activities in construction, and private methods (system and complex approaches, dialectical method of scientific knowledge, comparativeanalytical, situational analysis). The main results of the research are the clarification of the categorical logistics apparatus through the formation of methodological approaches to improving the construction management mechanism that is adequate to changing business conditions. The results can be used for research in the field of logistics management at the level of a construction company and the economy of the region.
The article is devoted to the issues of heterogeneity in the development of the infrastructure environment of macro-regional economic systems (federal districts) and their regions. An assessment of the state and effectiveness of the infrastructure environment in macro-regions and regions of the Russian Federation is made, it is concluded that interregional heterogeneity in the provision of physical infrastructure and its state affects the functioning and development of both regional economic systems and the economic system of the state as a whole. It is emphasized that the priority of state policy in the development of the infrastructure environment of regions - leaders leads to the migration of labor to these regions, increases the burden on their budgets, further enhances asymmetric regional development, and contributes to the growth of social tension in regions with an insufficient and degrading infrastructure environment. The article presents data on per capita financing for the development of infrastructure of leading regions and outsider regions, the level of infrastructure development in the regional context. The authors propose to use such promising mechanisms as bonds and infrastructure crowdfunding to finance the development of infrastructure of leading regions.
The article investigates development of the primary residential real estate market and the housing affordability coefficient in the Pskov region. It was concluded that the primary market for residential real estate in the region is actively developing. Such indicators as the average area of apartments, the percentage of houses built of brick are higher than the average in Russia. The relevance of this study lies in the fact that the transition to a new system of financing of housing construction will lead to an increase in the cost of construction and thus increase the price of supply of 1 sq. m. Taking into account that real incomes drop, it is clear that the coefficient of affordability of housing will increase. The question is: how many people will be able to buy a house.
