This paper presents the results of a sustainability impact assessment (SIA) of policy induced land use changes in Yogyakarta, Indonesia. The regional problems include rapid expansions of urban areas, due to high population pressure, and the conversion of paddy fields and forests into settlements. The objective of this study was to assess the impacts of two land use policies on social, economic, and environmental Land Use Functions (LUFs) in Yogyakarta. The following scenarios were developed for the SIA: a forest protection scenario (S1), a paddy field conservation scenario (S2), and a counterfactual (no policy) scenario of ‘Business As Usual’ (BAU). The Framework for Participatory Impact Assessment (FoPIA) was applied to conduct an expert-based impact assessment. For the specification of the regional sustainability context, a set of nine key LUFs and associated indicators were developed, including three social, three economic, and three environmental sustainability criteria. The resulting scenario impacts of the assessment differed considerably, with positive impacts of the S1 and S2 scenarios on seven of nine LUFs, and negative impacts of the BAU scenario on six LUFs. The perception of the FoPIA method by the regional stakeholders was positive. We conclude that this method contributes toward an enhanced regional understanding of policy effects and sustainability, particularly in data-poor environments
Abstract:The notion of ecosystem-based disaster risk reduction (DRR) has only recently emerged in Indonesia. The Indonesian central government now adopts some policies related to ecosystem-based DRR with formal commitments from local administrations. At the implementation level, various activities have taken place, such as mangrove planting and restoration along the coastline to address the rising sea level and the "one billion trees" program to address the urgent issue of deforestation. These governmental activities have involved local communities that reside in the high-risk area, while nonlocal actors, particularly from the private and the nongovernmental sectors, have contributed as a third element to development. This paper examines space management in the context of Eco-DRR, paying special attention to uncertainty and anxiety in the local communities as the government and private sectors engage in development activities that have significant impacts on their present and future lives. The present study pursues this purpose by means of in-depth interview and focus group discussions (FGD) with local leaders in mangrove planting and restoration programs. The study took place in a small island community in a part of the Jakarta Megapolitan Region, Indonesia. The results point out that the community feels left behind due to lack of trust in managing the conservation space. Another issue to be addressed is how to improve the democratization of environment management and livelihood base of the local community. Therefore, building confidence and ameliorating relationships between actors within/without the local community should lead to a better Eco-DRR initiative.

Research method applies hazard, vulnerability and risk analysis as an input for spatial modeling using Multi Criteria Evaluation (MCE). This research was conducted in Pleret Subregency, Bantul Regency, specifically inWonokromo and Wonolelo Village. This sub regency had the highest housing destruction in BantulRegency due to earthquake in 2006. This research aimed to understand the influencing factors of housing quality post-earthquake in the research area. Method used was survey method i.e.structured interview with 60 respondents in both villages and in-depth interview with key informants. Data was processed and analyzed inferentially statistic and qualitative descriptive. The result of this research is a difference in housing quality in both villages after earthquake. This difference occurs under the influence of internal and external factors. Internal factor includes citizen’s social and economic status which takes role in housing quality change in WonokromoVillage.
