Currently, there is a tendency of rapid development of information and communication technologies and their implementation into the сountry`s economy and life of the society. The purpose of this article was to study the digital competencies of students at different levels of education, as well as their comparison with digital competencies of employed in the economy. The article considers the projects and strategies developed and implemented by the European Union and the Russian Federation in order to reform the educational environment and scale up the implementation of digital technologies. The objectives of the information society development Strategy in the Russian Federation for 2017-2030 and the Federal project “Digital educational environment” have been characterized. The advantages of education with the use of digital technologies over classical education have been adduced. The analysis of the results of a sample survey of the population on the use of information technologies and information and communication networks, as well as a sample survey of the labor force has been made. Special attention has been paid to the study of students ‘ skills in working with applied software, which allowed us to identify the most and least popular programs. The ability of students to work with digital equipment has been analyzed. The communication skills of students in the digital environment have been analyzed in detail. All digital competencies have been considered among students of both higher and secondary vocational education. This circumstance have allowed us to reveal the differences between these categories in the context of their participation in the digital economy. A comparative analysis of digital competencies of students of secondary vocational and higher education programs and employed in the economy of the Russian Federation, as well as a comparative analysis of digital competencies of students of our country and the European Union has been made.
Аннотация. В условиях перехода к рыночной экономике встает вопрос социальноэкономического развития страны и анализа его динамики. Особенно важно проследить наличие дифференциации социально-экономического развития субъектов Российской Федерации и его степень. Реализованный в статье анализ охватывает наиболее широкий круг показателей социально-экономического положения регионов страны, что позволяет выявить наиболее отстающие социальные или экономические блоки, чтобы построить дальнейший план развития региона. В качестве основной характеристики предложен интегральный показатель социально-экономического положения субъектов Российской Федерации. Для построения обобщающего показателя использованы данные Федеральной службы государственной статистики (РОССТАТ). Ранжирование регионов по федеральным округам, а также кластеризация субъектов страны по отобранным показателям позволяет более точно определить развивающиеся и отстающие регионы. A comprehensive study of digitalization is of fundamental importance for the development of the national economic system – an assessment of the features of the development of the digital economy in the regions of the Russian Federation. In order to identify the competitiveness of Russian Federation in terms of digitalization, the authors performed international comparisons on the values of various digitalization indices. In order to study the level of development of the digital economy in the regional context, the authors formed a system of indicators. The article highlights groups of indicators that characterize the readiness of the population, organizations, and public administration. The paper gives the characteristics of the fluctuation of the values of indicators that characterize the level of development of the digital economy in the subjects. According to the results of comparing the indicators that characterize the readiness for the digital economy in the federal districts in 2018 with the average Russian value, the authors identified the leading and lagging federal districts. The study performed the ranking of federal districts according to the values of indicators characterizing the development of the digital economy, as a result of which, received conclusions regarding the uniformity of the development of the considered components of the digital economy. The paper systematizes recommendations for the implementation of multidimensional groupings of regions both in individual areas and in the entire set of indicators proposed for analysis. Based on the results of grouping by the method of cluster analysis, the authors formulate key conclusions for groups of subjects of the Russian Federation.The analysis made it possible to see not only the differentiation of the subjects of Russian Federation in terms of the level of development of the digital economy, but also the “weak points” of digitalization in different regions. The results obtained in the study can be useful for statisticians and economists when conducting research on the degree of informatization of the population and the economy both in the country as a whole and in its territories.
