The security of a Federal state depends on the level of financial-economic security of its subjects. Goal setting at the regional level is related to strengthening financial autonomy, sustainability, and self-development. Achieving these goals is seen as possible if a sufficient number of diverse resources are available. Therefore, resource availability is a guarantee of security. The classification of financial and economic security factors is given. It is concluded that the key to economic development is to reduce interregional inequality and self-development of the territory. The main budget indicators are calculated for the Ulyanovsk region. In conclusion, a scheme of the relationship between economic policy and financial-economic security.
Subject. Economic security issues are recognized as the country's priority. The existence of interregional differentiation poses a risk to the achievement of national sustainable economic development goals. Objectives. The study aims to underpin the fundamental role of financial and economic security, being the key element of economic security in overcoming the inter-regional territorial imbalance. Methods. The study employs general scientific methods, including the methods of systems analysis, comparative analysis, logical, and deductive analysis. Results. I use the case of the Volga Federal District regions, to calculate indicators, characterizing the differentiation, based on the components of financial and economic security. For this purpose, I include the volume of gross regional product per capita, the amount of investment in fixed capital per capita, the number of employed in the economy, the income of consolidated budgets of the subjects of the Russian Federation, the retail turnover per capita, and the volume of fee-based services rendered to the population. The paper clarifies the concept of financial and economic security through the terminological analysis and highlighting various features. Conclusions. The analysis revealed uneven growth in security indicators and, as a result, threats to balanced sustainable development of the regional socio-economic system. A qualitatively new approach to economic policy is required. It should combine recent scientific and technological developments and efficient use of human potential.

The article considers a methodology for assessing the level of financial and economic security as an integral indicator of particular types of security, which include budget and tax security, investment security, banking and credit security, and price security. Objectives. The purpose is to test the methodology for assessing the level of financial and economic security of the subjects of the Russian Federation, which makes it possible to rank the regions and distribute them into appropriate groups that characterize different levels of security. Methods. The study draws on general scientific methods of cognition and statistical methods of research. Results. The results of calculations enabled to rank the regions according to the level of financial and economic security. The analysis shows that there have been no drastic qualitative changes in the level of security over the past decade. The regions demonstrate a relatively stable state of security. Conclusions. The study reveals significant differentiation of regions in terms of financial and economic security, reflecting the uneven socio-economic development of the subjects of the Russian Federation and significant territorial disparities. It is crucial to develop a new management approach that takes into account the new environmental conditions characterized by ongoing transformational processes in the society and the State. A methodology enabling to assess the subjects of the Russian Federation by the level of financial and economic security will determine the place of each region in the overall security system and facilitate informed management decisions.

Данный вопрос не является простым потому, что в современном регионоведении так и не сформировалось единых представлений о том, что же считать регионом. И здесь речь идет не о множестве трактовок одного и того же явления, как это бывает в большинстве случаев, а о приложении термина регион к совершенно различным географическим объектам. Действительно, можно согласиться с Дж.Ниоси, что определение региональной инновационной системы должно начинаться с определения региона. Совершенно верно отмечено в исследовании, проведенном ЮНИДО, регион в конечном итоге является интеллектуальным конструктом. Он существует только как идеальный объект, который люди вычленяют в физической действительности на основе определенных критериев. К числу таких критериев исследование ЮНИДО относит:• Фиксированный размер, • Внутренняя однородность, • Отличимость от прилегающих территорий, • Внутреннее единство. Но без детализации этих критериев однозначное вычленение регионов остается проблематичным. Регионом можно называть область на суб-национальном уровне, но также и на наднациональном уровне (например, Азиатско-Тихоокеанский регион). На под национальном уровне в качестве региона может выступать город или даже часть города, но также и крупная часть страны, имеющая административные, естественные географические или культурные границы. В исследованиях региональных инновационных систем в качестве регионов выступали отдельные страны, например, Дания в исследовании П.Маскеля, провинция, например, Онтарио в исследовании М.Вольфа и Д.Гертлера и Квебек в исследовании Д.Латуша, скопления городов или отдельные города, как в исследовании Дж.Сими, или же даже городские районы, как в работе Ашейма и Исаксена.Но при всем разнообразии подходов все же доминирует точка зрения,
Subject. The article focuses on theoretical and practical aspects of economic security. The main hypothesis hereof is that the threat is a key component of the security system, requiring the use of effective methods to identify risks and threats and decide on appropriate measures to be taken for security. Objectives. I test the index-based method to analyze and evaluate the financial and economic security in order to group regions of the Volga Federal District by difference. Methods. I apply general theoretical and empirical-statistical methods, including the comparative approach. Results. I evaluated the differentiation of financial and economic security across regions of the Volga Federal District through the index-based method. The general index is assessed by a set of partial indices of fiscal revenue per capita, Gross Regional Product per capita, investment in the capital stock per capital, the number of enterprises and organizations, percentage of unprofitable enterprises, value of fixed assets per capita. I measured the debt-to-EBIDTA ratio, and the sufficiency of the budget and budget performance of regions in the Volga Federal District. I found that the regions are different in terms of the socio-economic development and the way they use the resource endowment. I propose a conceptual mechanism for the region’s financial and economic security. Conclusions and Relevance. The regions were found to be different, with five zones of the financial and economic security being aligned, i.e. the model, high, tolerable, critical and hazardous zones. The overwhelming majority of the regions was attributed to the critical and hazardous zones by the financial and economic security. Administrative practices should be fundamentally revised. Decision-makers shall use modern methods to govern the area in order to ensure the long-standing and sustainable economic development.
