The article is devoted to development of sustainable development recommendations of the city of Kazan, inclusive of the assessment of key indicators. Today, the development of sustainable development indicators for Russian cities is given little attention. Different author’s sustainable development indicators of large cities are characterized by general abstract criteria and have a universal character. Based on official sources, we carried out an assessment of Kazan on a condensed system of sustainable development indicators, proposed by the UN in 2001. Thus, we identified the priority socio-ecological and economic problems of Kazan and formulated it’s relevant sustainable development indicators. Then we made an assessment for the sustainability of the socio-ecological and economic development of Kazan. The prognosis of the socio-ecological and economic development of Kazan was simulated in the same manner by the indicators that we have identified for 2030. In conclusion, recommendations on sustainable development of Kazan were made.
The article is dedicated to the issues of changing in the legislation of the Russian Federation on environmental impact assessment in terms of informing the public about new projects. Significant changes that have occurred in the practices and requirements of legislation, including one connected with the COVID-19 pandemic, have made changes, among other things, in the ways of informing the public - it has become possible to hold public discussions and inform the public remotely. With a low level of interest of the general public in the results of the impact assessment, the remote format of public discussions did not make fundamental changes. The main changes of 2021-2022 that occurred in the part of public discussions are presented in the Order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 999 dated December 1, 2020 “On approval of requirements for environmental impact assessment materials”, and the permissibility of using a remote format for public discussions is given in the Decree of the Government of the Russian Federation No. 440 of April 3, 2020 “On the Extension of Permits and Other Features in Relation to Permitting Activities in 2020-2022”.
Вопросы обучения экологии, охране труда, промышленной и пожарной безопасности в России. Современная практика Аннотация. В статье описана общемировая тенденция, находящая все большее распространение в России-совмещение обязанностей эколога и специалиста по охране труда. На практике зачастую к этим обязанностям добавляются полномочия специалиста по промышленной безопасности, пожарной безопасности, ответственного за вопросы гражданской обороны и оказания первой помощи. При столь обширном круге обязанностей необходимо уделять внимание соответствию специалиста требованиям законодательства. Настоящая статья посвящена вопросу подготовки и обучения специалистов по экологии, охране труда, промышленной безопасности, пожарной безопасности и электробезопасности. Рассматриваются аспекты применения образовательных стандартов, необходимости переподготовки повышения квалификации специалистов, вовлеченных в управление вопросами экологии, охраны труда, промышленной и пожарной безопасности. Рассмотрены нормативные документы, регламентирующие необходимость тех или иных видов обучения, количество часов обучения и периодичность обучения. Приведены данные по административным штрафам за отсутствие того или иного вида обучения. Представлена сводная таблица со средней стоимостью данных видов обучения. Сделан вывод о том, что экономически выгоднее обучить специалиста, чем оплачивать штрафы.
