The article is devoted to the problems of formation of favorable competitive environment in the domestic seed market, reducing the dependence of the domestic market on foreign breeding and genetic materials. The aim of the study is to substantiate new requirements for anti-monopoly regulation of intellectual property in agricultural markets to level out risks to competition. Theoretical basis of the study consists of the publications of modern domestic and foreign scientists on the assessment of risks of restricting access to innovative products and technologies for potential competitors, the development of competition at different levels of the food supply chain. The processes of companies' consolidation at the world seed market and control of the market by the players with intellectual property rights to biotechnologies were reflected. The expediency of development of antitrust regulation in the sphere of intellectual property in the domestic seed market through technological transfer of innovative material to Russian companies is shown. Theoretical significance of the conducted study consists in development of some approaches to anti-monopoly regulation in the sphere of intellectual property in the domestic seed market. The practical significance of the study lies in improving the management of innovation process in the agricultural sector.

The article is devoted to the formation of the strategy for the innovative development of industrial enterprises in the digitalisation conditions. The authors raise the problem of innovative development of enterprises in conditions of the fourth industrial revolution, which defines not only the development prospects of large organizations, but also the global market as a whole. The relevance of research into the innovative development of enterprises lies in the fact that the introduction of innovative processes in commercial activity provides opportunities for winning a leading position among the manufacturers of fundamentally new products, creating a highly knowledge-intensive and new product, which will lead to the fact that the products will be competitive in the world market. The aim of the research is to form the strategy of innovative development of PJSC MMK in conditions of technical reequipment and digital economy. The results obtained in the research can be applied in the development of recommendations on the impact of digital technologies on structural changes in the management system of innovative companies, which should be aimed at achieving competitive advantages of industrial enterprises in the Russian and foreign markets of goods and services based on the digital design use of innovative development strategies.

With all the variety of normative and legislative acts existing in the field of environmental legal regulation, a difficult environmental situation remains in many cities and regions. The problem is particularly acute in the regionslarge industrial centers, which is Chelyabinsk region. In the national environmental rating, Chelyabinsk region is 83rd out of 85 regions of the Russian Federation. The subject of this article is the legal and economic issues of environmental management at regional industrial enterprises of the Russian Federation. The article analyzes the legislation governing state and regional environmental development, the implementation degree of the environmental management system in accordance with international environmental standards at metallurgical enterprises in the region. The article reveals the features of the regional environmental development of Chelyabinsk region using statistical data over the past decade, justifies the need for incentive measures for business entities in order to update equipment parks and introduce the best available technologies. The effectiveness of environmental programs and measures implemented in accordance with the international standard ISO 14001 is shown on the example of a number of large industrial enterprises in the region through a quantitative assessment of emissions into the environment and through the total value of investments. The main focus of the work is on creating conditions for the implementation of the constitutional right to a favorable environment through ensuring the healthy development of the country's regional economy. Summarized: it is necessary for the constituent entities of the Russian Federation and local governments, implementing the strategy of sustainable development of cities and regions, to apply the experience of the world community in implementing environmental management systems in accordance with the international standard ISO 14001.
