ZusammenfassungDer Beitrag beschreibt Kontinuitäten und Brüche österreichischer Friedenspolitik. Am Beispiel internationaler Organisationen, „guter Dienste“ zur Förderung von Dialog sowie militärischen und zivilen internationalen Einsätzen wird der Strukturwandel der Friedenspolitik verdeutlicht. An nuklearer Abrüstung und EU-Militäreinsätzen wird dargestellt, wie sich widersprüchliche friedenspolitische Paradigmen parallel entwickeln konnten, erklären lassen und gleichlaufend unzureichend öffentlich debattiert werden. Die Neutralität bildet als rechtliches und politisches Instrument einen Kern der Analyse.
The war in Iraq was symbolic for a military approach to meeting the demand of western countries for resources. A re duction of global energy policy to military instruments and alliances in global energy policy carries dangers of securitization. Among members of the EU, there is a shift from strategic planning towards concrete military missions, with the EU seeing itself as a 'global player'. A military dimension to the EU energy policy is increasingly taking shape. Cooperation between the US and the EU within NATO as an 'EnergyNATO', however, is not on the horizon. Differences and competing interests on both sides of the Atlantic are too large.
