The contribution deals with issues of road administration in municipalities in terms of the requirements for engineering renovations of urban communications networks. The goal is to declare an end to the degradation of the quality and service of local roads in cities. The reason is the lack of funding. The engineering analysis should demonstrate the need to make an informed request for reconstruction of local roads in our towns and cities. The aim of this paper is to describe the processes that are related to specific engineering work but are closely linked to the performance of the preparation on both sides, i.e., the administration versus the design. Why do we passively observe the gradual destruction of the quality of our local roads in the cities? Before our eyes the road constructions of roadways crumble, on the other hand, the level of their transport service on them only presents us with traffic jams. How can you know the status of the background of our streets and their pavements in an urbanized area? A couple of technical studies oriented towards the advance of public transport, especially for Bratislava, the capital of Slovakia which were based on traffic modelling together with engineering designs were published (Borš et.al, 2017; Pomichal et.al, 2017; Koštial et.al, 2017; Schlosser and Schlosser, 2016; Schlosser and Orthová, 2016; Schlosser et.al, 2016; Schlosser et.al, 2017; Schlosser et.al, 2017). Some answers to the complexities of this issue are set out in this article.
The article describes the detailed traffic modelling in new city centre, which is actually widely discussed by public and experts. The core of the problem is lying on the municipality, which put on the table a final decision about the change the modal split for public transport development. The north part of new city centre, which is under construction the suburb bus station. The solutions of new tram routes are taken into account. Results of traffic studies show, that how could be this change re-define the current traffic behaviour and create for the new area new functional interest and certainly the new quality of relationships of the territory. The system solution is the new public transport service for this area with which will be created by a capacitive new tramway network. The transport model has the importance of these empirical experiences for practice and final decision making. The city of Bratislava had a very detailed and defined layout of the Master Transport Plan and is a big impact to change on the side of developers. The question is why they have not complied with it and the answer would be found, because exact scenarios can show the disproportion for each details of organization of traffic flows, public transport lines with results of measurable sustainable mobility together with accessibility.
Engineering human-centric urban transport systems should be carried out using information technology in forecasting traffic and passenger flows. One of the most important objects of urban transport systems’ progress is modeling patterns of transport flows and their distribution on the road network. These patterns are determined by the subjective choice of city residents of traffic routes using public and private transport. This study aimed to form a sequence of stages of modeling transport and passenger flows in human-centric urban transport systems and passenger flows in the human-centric urban intelligent transport systems and to determine the patterns of change to the gravity function of employees of municipal services. It was revealed that the trip distribution function of workers of urban service enterprises can be described by the attributes of the structure of the city, socio-economic data, and attributes characterizing the zones and its residents.
