Most Indonesian credit unions still focus on providing financial services, paying less attention to the roles of credit unions in education, empowerment and flourishing social solidarity of their members. This condition makes credit unions hardly compete with other microfinance providers in Indonesia. While threatening their sustainability prospect, this condition also reduces the capacity of credit unions to empower their members. Inspired by the maximalist approach and the Ledgerwood’s system framework, we suggest an integrative approach for credit union services that is empowered by the optimization of network collaboration.
This study aims to examine the role of Hati Amboina Credit Union in resolving the problem of poverty faced by members. This study uses a qualitative approach with the triangulation method. The subjects of this study were 100 active members of the Credit Union, 3 (three) administrators, and 2 (two) government officials from the government office of cooperatives. The research data were analyzed by classifying the data based on the variety of data and information obtained from literature, documents, surveys, interviews and field observations. The results of this study indicate that the presence of Hati Amboina Credit Union in Saumlaki is able to resolve socio-economic problems experienced by members. The model applied by Hati Amboina Credit Union to resolve the members' problems was encouraging members to take advantage of all loan and savings products as well as an empowerment approach to each business and non-business basis community. However, the achievement of Hati Amboina Credit Union was not at its maximum level due to the influence of the Covid-19 pandemic.
The Covid-19 pandemic has had various impacts on the community's economic situation. The disruptive situation due to this pandemic has had a significant impact on the stability of the household economy, including credit union members. For this reason, credit unions need to focus on improving the capabilities of their members to support the strengthening of the productive economy. The role of credit unions is expected not only as a savings and loans facility but can be more to increase the independence of members through various activities including collaborative activities between fellow members. This community service is designed in the form of training for two days with 8 topics of mentoring. The participants of the activity came from 4 credit unions with a total number of 150 participants. In general, this stage is carried out through the preparation stage, the implementation stage, and the evaluation stage. The preparation stage is carried out with preliminary coordination with credit union managers to identify member assistance needs. The implementation stage is carried out by the service team for 2 days for each credit union. The evaluation stage produces a follow-up plan formulation to be implemented and monitored for implementation. This follow-up plan focuses on members' collaborative efforts and credit unions' roles. The purpose of this community service program is to increase the productivity of small businesses as an effort to alleviate poverty. The service method used is to provide material exposure, discussion, practice using working papers and group discussions. The results of the service stated that 88% of participants were very satisfied and satisfied with this training and formulated five follow-up plans, namely (1) Building a business network between fellow CU members (2) Conducting market development activities for member products (3) Identifying and managing potential members so that they will idea development, creativity and collaboration will emerge, (4) Provision of information supporting business development and (5) Business planning and financial budgeting assistance.
