This article, which forms the introduction to a collection of studies, focuses on processes of state construction and deconstruction in contemporary Africa. Its objective is to better understand how local, national and transnational actors forge and remake the state through processes of negotiation, contestation and bricolage. Following a critique of the predominant state failure literature and its normative and analytical shortcomings, the authors identify four key arguments of the scholarly literature on the state in Africa, which concern the historicity of the state in Africa, the embeddedness of bureaucratic organizations in society, the symbolic and material dimensions of statehood and the importance of legitimacy. A heuristic framework entitled 'negotiating statehood' is proposed, referring to the dynamic and partly undetermined processes of state formation and failure by a multitude of social actors who compete over the institutionalization of power relations. The article then operationalizes this framework in three sections that partly conceptualize, partly illustrate who negotiates statehood in contemporary Africa (actors, resources and repertoires); where these negotiation processes occur (negotiation arenas and tables); and what these processes are all about (objects of negotiation). Empirical examples drawn from a variety of political contexts across the African continent illustrate these propositions.
Much of the current literature on state failure and collapse suffers from serious conceptual flaws. It ignores the variegated types of empirical statehood that exist on the ground, it conflates the absence of a central government with anarchy, it creates an unhelpful distinction between 'accomplished' and 'failed' states, and it is guided by a teleological belief in the convergence of all nation-states. Particularly African states figure prominently in this debate and are frequently portrayed in almost pathological terms. Proposing a comparative analysis of politics in the Somali inhabited territories of the Horn of Africa, this article challenges state failure discourses on both theoretical and empirical grounds. We draw attention to the multiple processes of state-building and forms of statehood that have emerged in Somalia, and the neighbouring Somalia region of Ethiopia, since 1991. The analysis of the different trajectories of these Somali political orders reveals that state formation in Africa contradicts central tenets of the state failure debate and that external state-building interventions should recognise and engage with sub-national political entities. This paper traces the re-spacing of pastoral drylands in Africa. We argue that rendering pastoral resources legible and profitable occurs both within and beyond the state. Through a multi-sited case study from Ethiopia's Somali region, we excavate different mechanisms of sedentarization, whereby processes of state territorialization and indigenous commodification become mutually entangled. Sedentarization is not imposed by the state or corporate capital, but by indigenous merchants who capture the frontier's potential resource dividend. Land appropriation in the drylands is coproduced by political claims to territory, capital investment and new technopolitics through which indigenous (pastoral, Somali) merchants and politicians become complicit with the state's project of territorialization and sedentarization in a selfgoverning fashion. The irony of this situation is that the (Ethiopian) state has failed to consolidate sedentarization through planned interventions. Instead, capital investment by local and transnational Somali merchants has opened up a neoliberal frontier that respaces drylands towards increasing sedentarization.
This article proposes an alternative interpretation of political disorder in Ethiopia's Somali Regional State since the rise to power of the Ethiopian People's Revolutionary Democratic Front (EPRDF) in 1991. Some observers have perceived contemporary politics in the former Ogaden as an example of ‘internal colonisation’ by highland Ethiopians. Others attribute political instability to the ‘nomadic culture’ inherent in the Somali clan structure and the ineptness of its political leaders. This study argues that neither of these two politicised narratives grasps the contradictory interactions between the federal Ethiopian government and its Somali periphery, nor the recursive relations between state and society. With reference to the literature on neo-patrimonialism, I elucidate political disorder in the Somali Region by empirically describing hybrid political domination, institutional instability, and patronage relations, showing how neo-patrimonial rule translates into contested statehood in the region and political devices ranging from military coercion to subtle co-optation. Rather than unilateral domination, a complex web of power and manipulation between parts of the federal and regional authorities animates political disorder in Ethiopia's Somali Region.
