This paper deals with a measure theoretical method for evaluation of logically describable target structures.The presented evaluation approach includes the following steps: key targets definition, sub targets description, general target structure formulation, selection of fitting assessment instrument, development of an adapted questionnaire or check list, data collection, data processing in sense of our general evaluation model and report of results.The advantage of presented model is that it is very versatile for applications where the target can be described by a logical target structure. By the measure theoretical background the evaluation is very objective. The scoring method in the whole becomes open, comprehensible and traceable.
The Government of Mongolia pays great attention to introduction of Information and Communication Technology (ICT) in all social and economic sectors. In the past years, a number of activities were implemented to enhance the use ICT as a key tool for development. Relevant laws and regulations, policy and strategic documents, in particular, Concept on ICT Development for Mongolia by Year 2010, E-Mongolia National Program, and EGovernment Master Plan of Mongolia have been developed. Specifically, the Government has continued to pays greater attention to the use of ICT in achieving better government and has approved the e-Government Master Plan of Mongolia. The eGovernment Master Plan aims 'to develop national competitiveness and enhance quality of public services' by establishing an effective, systematic and productive eGovernment. This paper presents E-Governance Initiatives in Mongolia, including national policies, strategies and programs, current situation, available online services, and key issues in eGovernance development.
This paper describes an implementation and evaluation report of the active learning method eduScrum in flipped class. The eduScrum test class was organized by volunteer participants of the master program Automotive Software Engineering at Chemnitz University of Technology, Germany. The “AUTOSAR based software design” seminar was selected as course for implementation the eduScrum method. The eduScrum method applied during the winter semester 2018/19 and the summer semester 2019. In the first round 30 of 80 students registered to the eduScrum class, and during the second round 40 of 85 students selected the eduScrum test class. The selected course is usually taught in a flipped class format. That was a challenging condition for the implementation of eduScrum. Due to this constrain the traditional way of implementing the eduScrum method needs to be modified and adapted to the given situation. Therefore, e-learning materials developed and placed into the university Learning Management Systems OPAL. The OPAL is online-based platform for academic teaching and learning at universities of Saxony. To measure the success of the eduScrum implementation the students within the test class did a self-evaluation based on the structure oriented evaluation method. The structure oriented evaluation model focuses on evaluation goals.
this paper leads on the case study of virtual laboratories for engineering sciences. The engineering education is most costly direction of education system. A quality of engineering strong depends on the laboratory base of university. To build new laboratories for teaching and learning of engineering sciences were one of the high cost projects. The development of computer technique helps to us to create virtual version of real engineering laboratories and use for teaching. The Mongolian University of Science and Technology (MUST) is fundamental university for engineering sciences inMongolia. The development of country much depends on quality of engineers. The MUST has challenge to provide expectations of students and further engineers. To support faculty and students by well-developed modern teaching and learning environment the MUST implementing many new ideas in teaching of engineering sciences. Many schools of MUST are active works on the development of virtual laboratory and e-learning for classical teaching. By decision scientific commission of Power Engineering School in 2010 was accepted project to create and use virtual laboratories for traditional teaching and e-learning. In frame of this project was created six single models of different professionals. In this paper we described main standard of virtual laboratories and problems and solutions to create virtual laboratories.
