This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).
Purpose: the article provides a comprehensive analysis of the use of grants for peasant / farm enterprises by the state authorities of the region (subject of the Russian Federation) in order to create and develop a private agricultural and agro-industrial sector. The system approach is used as the main methodological base, statistical and correlation analysis is applied. Analyzing the current legislation at the level of the Russian Federation and the Sverdlovsk region, using statistical data and reporting documents as evidence, the authors verify the results of their research, as well as the reporting documents of authorities. As the main element of scientific novelty, the main administrative and financial problems that hinder the development of peasant / farm farms in the region are identified, which gives a practical result - the definition of the main directions of state policy reform in the field of agriculture. Also, the atvors, conducting a correlation analysis, determined the degree of availability of grants for beginning farmers and developing private farms, determined the efficiency of distribution and return of budget funds aimed at the development of agriculture through grant support.
Abstract. The purpose of the study is to substantiate the theoretical, methodological and practical foundations for the formation of an innovative model of the agricultural sector of the domestic economy. Innovative development as a mechanism for strategic modernization of agricultural industries at the present stage is a key factor in improving its socio-economic indicators, and innovations form the basis for ensuring the pace and quality of increasing the country's production potential and increasing the competitiveness of agricultural products. Research methods. To reveal the purpose, the theoretical and methodological basis was the fundamental research of domestic and foreign scientists in the field of innovative development of the agricultural sector of Russia. In particular, the monographic method was used in the process of studying promising experience in the development of innovative infrastructure; analytical – for a systematic analysis of the current state of development of innovative infrastructure of agricultural enterprises; tabular-graphic – for visual presentation of research materials; comparison – to compare economic phenomena within different time periods in order to establish causal relationships. Scientific novelty. In the course of the research, a methodological context for the formation of an innovative model based on the principles of sustainable development was developed, taking into account the importance of the agricultural sector as a system in which relations guaranteeing the country’s food security are implemented. Results. Strategic priorities and ideological guidelines are proposed for the implementation of the concept of permanence in the agricultural sector of the economy as part of solving the problem of innovatization of the industry with subsequent increase in its competitiveness. The study of trends and patterns of functioning of economic entities in the conditions of permanent changes in the external and internal environment shows that the development of economic systems in recent years is mainly associated with innovative activities that provide modernization, renewal, structural restructuring and, as a result, increasing the economic efficiency of the agrarian economy.

Высокопрофессиональные кадры-основа и двигатель всех процессов в стране, ее главное богатство и потенциал конкурентоспособности в неустойчивом глобальном мире. Вот почему перед современным казахстанским обществом стоит одна из важных задач-создать перспективную систему образования, способную подготовить подрастающее поколение к жизни в новых условиях глобальной цивилизации. Костанайский инженерно-экономический университет имени М. Дулатова-единственный по Костанайской области университет, осуществляющий подготовку специалистов по образовательной программе «Машиностроение». По данным Национальной палаты предпринимателей Республики Казахстан «Атамекен» за 2018 г., Костанайский инженерно-экономический университет имени М. Дулатова занял 2-ю позицию в рейтинге по специальности «Машиностроение». В рамках первого этапа рейтинга вузов республики Казахстан в программе приняло участие 114 вузов Казахстана. На основе учебных программ и статистической информации был составлен рейтинг. Рейтинг каждого вуза проводился по девяти критериям, среди которых актуальность образовательных программ, трудоустройство выпускников и средняя зарплата выпускников. При составлении рейтинга важными критериями стали актуальность используемой литературы, соотношение учебного времени и изучаемых дисциплин, актуальность, новизна преподаваемых дисциплин. Выпускники КИнЭУ имени М. Дулатова занимают руководящие должности в ведущих машиностроительных предприятиях города и области, участвуют в формировании благоприятных условий для наращивания внутренней и внешней конкурентоспособности региона.
Abstract. There is a wide range of article and literature in agricultural sciences, but only a few review of existing studies has systematically analyzed and visualized the trends in agricultural research. This study reviews agricultural research mainly published in the Scopus and Web of Science databases from 2013 to 2018 with the scientometric analysis. The main hot Research Fronts mainly cover research on plant-gene regulatory networks and genome editing; crop disease and pest control; food nutrition and safety; photosynthesis; plant rhizosphere microbial community; immunity of aquatic animals; and forest tree cultivation. The analysis covers 325 966 scientific research in General Agricultural and Biological Sciences in online tool SciVal (Scopus). Most frequently occurred keywords indexed in the research area are patients, cells, humans. Three subject area were identified with the combination of cluster analysis with VosViewer: „Medicine“, „Biochemistry, Genetic and Molecular Biology“, „Engineering“. Nearly half the papers (49,3 %) were published by the following three countries: the United States, China and the United Kingdom. Russia's contribution to the global ranking is 1,8 %. The most popular journals by average number of publication produced in the United Kingdom. Web of Science data analyzed with a tool InCites. The analysis covers 141 010 papers in categories „Agricultural Economics & Policy“, „Agricultural Engineering“, „Agriculture, Dairy & Animal Science“, „Agriculture, Multidisciplinary“. Сompilation of bibliometric maps allows to identify the commonly used keywords: evidence, pretreatment, cattle, growth. Four research themes were identified with the combination of cluster analysis: „Material Science Multidisciplinary“, „Biochemistry and Molecular Biology“, „Engineering Electrical Electronic“, „Chemistry, Physical“. In the Web of Science, the most cited journals have been taken by the company „Elsiever“. The study revealed that the Scopus is a more developed database on the direction of agriculture. The potential of Russian journals is determined by sampling journals in the RSCI by the number of citations. This review provides an in-depth understanding of existing agricultural trends in this research domain.
