Terms of use: Documents in AbstractWe provide new evidence on the impact of one severe weather shock on child height in Mongolia. Our focus is on the extremely harsh winter -locally referred to as dzud -of 2009/10, which caused more than 23 percent of the national livestock to perish. This resulted in a food insecurity situation for many Mongolian households. Our analysis identifies causal effects by exploiting exogenous variation in the intensity of the shock across time and space. Results reveal that the shock significantly slowed the growth trajectory of exposed children from herding households. This negative effect is still observable three years after the shock and, hence, likely to persist. Moreover, we explore the role of socioeconomic characteristics and mitigation channels to cushion the impact of the weather shock. Wealthier households and households led by a more experienced head are better able to protect their children from the negative consequences of the 2009/10 winter shock. There are also gender-specific effects, with boys more strongly affected than girls. There is indicative evidence showing that the provision of emergency aid mitigates the negative consequences of the dzud. Moreover, child height has a significant and positive association with households' receipt of informal help. Our findings are robust to alternative measures of shock intensity.

Bagwell and Staiger (1990) to specify our empirical model for the probability of a tariff increase. We then study how WTO tariff commitments affect this probability. We estimate our model using a database of WTO bound tariffs that we built for all WTO Members from 1996 to 2011 at the HS 6-digit level of disaggregation. Our results show that WTO commitments significantly reduce the probability of a tariff increase, even when the bound tariff is above the MFN applied rate. In addition, the WTO reduces trade policy uncertainty through its monitoring function. Cash transfer programs are rapidly becoming a key component of the social safety net of many countries in Sub-Saharan Africa. The primary aim of these programs is to help households improve their food security and to smooth consumption during periods of economic duress. However, beneficiary households have also been shown to use these programs to expand their microentrepreneurial activities. Cluster-randomized trials carried out during the rollout of large-scale programs in Malawi and Zambia show that children may increase their work in the household enterprise through such programs. Both programs increased forms of work that may be detrimental to children, such as activities that expose children to hazards in Malawi and excessive working hours in Zambia. However, both programs also induced positive changes in other child well-being domains, such as school attendance and material well-being, leading to a mixed and inconclusive picture of the implications of these programs for children.

We use household panel data with comprehensive retrospective information on households' historic experience with weather shocks. Exposure to the weather shock significantly reduces the likelihood of being enrolled in mandatory school two to three years after the shock. Similarly, it significantly reduces the probability of completing basic education ten to eleven years after the shock. Both effects are driven by children from herding households. Results are robust to measuring shock intensity with district-level livestock mortality and climate data as well as household-level livestock losses. Exposure to weather shocks during preschool age (as opposed to exposure during primary and secondary school age) yields the worst consequences for educational attainment. Overall, the evidence points toward income effects as the channel through which the shock impacts education.
