Inovasi pelayanan publik menjadi suatu keharusan bagi pemerintah sebagai bentuk adaptasi dari perkembangan teknologi informasi. Salah satu instansi pemerintah penyedia pelayanan publik yaitu BPJS Ketenagakerjaan dengan meluncurkan inovasi aplikasi JMO untuk meningkatkan pelayanan. Tujuan penelitian ini untuk mengetahui bagaimana inovasi pelayanan publik melalui aplikasi JMO di BPJS Ketenagakerjaan Cabang Rungkut Kota Surabaya. Metode penelitian yang digunakan yaitu teknik analisis data kualitatif melalui interpretasi dan verifikasi cermat terhadap setiap informasi melalui data primer maupun data sekunder dari hasil wawancara, observasi, dokumentasi, kemudian dianalisis sehingga ditarik kesimpulan dari masalah penelitian. Hasil penelitian ini menunjukkan bahwa penerapan inovasi layanan JMO di BPJS Ketenagakerjaan Kantor Cabang Rungkut Kota Surabaya dilaksanakan: 1) pimpinan lembaga memberi ruang untuk terus berinovasi dan relasi jaringan untuk meningkatkan pelayanan JMO; 2) telah menerapkan kriteria transparan dan akuntabel. Akan tetapi mengabaikan kriteria partisipasi masyarakat dalam mekanisme saran dan umpan balik; 3) mekanisme analisis data layanan JMO masih manual sehingga kurang maksimal dalam mengatasi masalah melalui teknologi; dan 4) SOP layanan JMO tidak memiliki fleksibilitas tinggi di tingkat kantor cabang.
This article shed more light on several policies can be adopted by the Indonesian government in terms saving the tourism-communities and tourism itself during Covid-19 pandemic. However, travel restriction policies in various countries also demanded the solidarity of tourists to stay at home, avoiding crowds, and delaying travel plans during the COVID-19 pandemic. It clearly causes the tourism sector to be heavily affected. As a solution , this research used the systematic literature review method to collecting data from 63 article that relevant to this topic. The results of this research classified into three main point that inovation can be raise by re-emphasising alternative forms of tourism through responsible torism and sustainable tourism. Utilization of technology (e-tourism) is a new form of transformation in the tourism sector, it can help tourist screening, case and contact tracing. Therefore, several policy should be created by central to local government that concern about communities sustainability during it’s condition.
The development of tourism looks brilliant because of the achievement of its economic contribution. However, current tourism management, especially in Indonesia, tends to neglect the ecological aspects of the environment and the social community. This injures Indonesia's commitment to sustainable development. This study aims to review the development of tourism in Indonesia and the impact caused by tourism development, especially tourism development in Yogyakarta. The methodology used in this study is qualitative by using secondary data such as journal articles, news, books, and government report. The study results found that tourism development in Indonesia, especially in Yogyakarta Province, only focuses on the economic sector. The tourism sector management actors focus more on making as much profit as possible without paying attention to sustainable tourism development. This results in environmental problems such as the scarcity of clean water for the community. Tourism management that does not pay attention to sustainable tourism practices also causes community conflicts against tourism actors
Based on several studies on pay for performance (P4P) in Indonesia, we assess that it still needs a comprehensive understanding of how the implementation and the consequences arising from the implementation of P4P in Indonesia. Thus, this article aims to discuss the extent to which the implementation of P4P-based payroll systems in Indonesia and the consequences that will result. The methodology used is literature review, with outlined techniques from Wolfswinkel, Furtmueller, and Wilderom (2011). The results obtained that the Indonesian payroll design adheres to the pattern of single salary consisting of elements of the position (salary) and benefits (performance and expensiveness). Pay for performance is reflected in performance allowances. Performance allowances are given according to performance achievements for additional income and service motivation. Performance is obtained from presence-based assessments, employee work targets (SKP), and e-lapkin (Electronic Performance Report). The consequence of pay for performance is that there are gaps between Ministries, Institutions, Regions and Agencies in providing performance allowances, also the significance of improvements in public services has not yet been seen, especially the direct benefits to the public. The limitation is the lack of a comprehensive framework so that it is felt necessary to present research directly, so as to produce research that is closer to the actual conditions.
This article aims to explore the dynamics of the Policy for the Enforcement of Community Activity Restrictions (PPKM) as a form of Social Protection Policy. The increase in Covid-19 cases in Indonesia requires the government to take quick action through the Emergency PPKM policy. Indonesia's entry into the 2nd wave of Covid-19 was marked by a significant increase in new additional cases in early July 2021. The implementation of this PPKM then gave rise to various vertical and horizontal dynamics and conflicts in the public sphere which are interesting for further review. This study uses descriptive qualitative methods with secondary data collection techniques. Data acquisition is also supported through search results from Google Mobility and Google Trends to strengthen the analysis results. The results of this study explain that the PPKM policy was officially taken by the government to suppress the spread of Covid-19 in Indonesia. Its application has proven to be effective in suppressing community mobility. The implementation of PPKM led to panic buying, increased demand for health products, to health facilities such as hospitals and health centers. The implementation of PPKM raises pros and cons, starting from the acceleration of vaccination, the use of the Peduli Protect application, integrated social welfare data to the emergence of the airport mafia. keywords: Covid-19; PPKM; Social Protection Policy;
