Pred vami je prvi od treh člankov, ki bodo obravnavali četrto generacijo vojskovanja. Te obsežne teme se bomo najprej lotili s postavitvijo geopolitičnega konteksta za Republiko Slovenijo z vidika novih varnostnih izzivov. Posebej se bomo v prvem delu ukvarjali s kontekstom spopada, na katerega bi se morali pripraviti in se ustrezno organizirati. V naslednjih dveh delih pa bomo podrobneje pogledali izzive, postavljene pred nacionalnovarnostni sistem in Slovensko vojsko v tem geopolitičnem kontekstu. Predstavili bomo nujne spremembe in mogoč pogled na njihovo uresničevanje v nacionalnovarnostnem sistemu in Slovenski vojski znotraj njega. This is the first in a series of three articles dealing with fourth generation warfare. To understand the fourth generation warfare as it applies to Slovenia we will first set the geopolitical context in light of the upcoming security challenges. Specifically, the article in front of you deals with the context of conflict we should organize and prepare for. In the subsequent two articles we will look in more detail at the challenges facing the national-security system as a whole, and the Slovenian Armed Forces in particular. We will put forward proposals for some of the required changes in the national-security system and the SAF.
Prispevek se ukvarja z vprašanjem sodobnega vojskovanja. Narava vojne se v času ne spreminja, spreminjajo pa se oblike in metode, s katerimi se vojne vodijo. V zadnjem času je moderno govoriti o hibridnem vojskovanju, kako ga kdo pojmuje, pa je zelo različno in odvisno od avtorjev. Članek poskuša pokazati, da pod pojmom hibridnega vojskovanja ne najdemo velikih revolucionarnih sprememb v oblikah in metodah vojskovanja in da je za zmago v sodobnem spopadu še vedno zelo relevanten koncept združenega bojevanja rodov, ki pa ga je treba razumeti v okviru sodobnega vojskovališča, katerega glavni značilnosti sta boj v informacijskem prostoru in »hibridnost«. Članek podrobneje pogleda tudi na strukturo enot taktične ravni SV, in sicer z vidika združenega bojevanja rodov in delovanja na hibridnem vojskovališču. The article deals with the problems of modern warfare. The nature of war does not change through time; what changes is the ways and methods of conducting it. Lately, it has been popular to talk about hybrid warfare, but its perceptions vary significantly according to authors. The aim of the article is to show that the term hybrid warfare does not bring anything revolutionary to the ways and methods of warfare and that today, the concept of combined arms is still very relevant for winning a contemporary conflict. However, it has to be perceived from the perspective of a contemporary battlefield whose main characteristics are cyber warfare and its hybrid nature. The article also discusses in detail the structure of the Slovenian Armed Forces’ tactical level in terms of combined arms and »hybrid« warfare.
V prispevku avtor nadaljuje obravnavo četrte generacije vojskovanja in se osredotoča na nujne spremembe v nacionalnovarnostnem sistemu. Najprej pa skuša osvetliti nekatere alternativne predloge ureditve nacionalnovarnostnega sistema, in sicer z vidikov, ki v Sloveniji niso pogosto izpostavljeni. Podrobneje opredeli glavne elemente četrte generacije vojskovanja, ki bistveno vplivajo na postavitev ustreznega nacionalnovarnostnega sistema. Avtor nima ambicije podrobneje opredeljevati vseh elementov tega sistema, želi pa izpostaviti tiste ključne spremembe, ki bi omogočale ustrezne odzive na četrto generacijo vojskovanja, Slovenski vojski pa, da se ustrezno odzove nanjo. The article continues the discussion on the fourth generation warfare and focuses on the changes necessary in the national-security system. But first, it attempts to highlight some alternative views on how to restructure Slovenian national-security system through arguments that are not often presented to the public. To better understand why a new national-security system is needed, it analyses key elements of the fourth generation warfare. The article does not attempt to analyse in detail all the elements of a national-security system, but rather points to the key changes needed to set up a national-security system appropriate for the fourth generation warfare.
Povzetek Od 90. let prejšnjega stoletja je v opremljanju z oklepno tehniko v oboroženih silah zaznati spremembe. Obseg tankovskih zmogljivosti se je zmanjšal, hkrati pa se povečujejo zmogljivosti tako imenovanega lahkega oklepa in oklepne zaščite v enotah bojne podpore in enotah zagotovitve bojnega delovanja. Dejansko se je delež oklepa na bojišču povečal. V doktrinarnem smislu Nato ne namenja veliko pozornosti protioklepnemu boju, v Vojaški doktrini SV (2006) pa protioklepnega boja sploh ne najdemo. V članku je opredeljen protioklepni boj v doktrinarnem smislu in analizirane so protioklepne zmogljivosti sodobnih vojsk. Na podlagi tega je predstavljenih nekaj ugotovitev in priporočil o stanju protioklepnega boja v SV. Ključne besede: Protioklepni boj, protioklepni oborožitveni sistemi, Slovenska vojska, koeficient bojne učinkovitosti. Abstract Since the 1990's, several changes have occurred in armoured formations. The scope of tank capabilities has been reduced considerably, while at the same time the presence of light armour and armour in combat support and combat service support units has increased. The percentage of armour in the battlefield has thus increased considerably. Nevertheless, doctrine-wise anti-armour combat is not a high priority for NATO and it is not even mentioned in the Slovenian Armed Forces doctrine (2006). The article deals with anti-armour combat from a doctrine perspective, and provides an analysis of anti-armour capabilities of modern armed forces. Building on this, it puts forward some conclusions and recommendations for the Slovenian Armed Forces. V članku se ukvarjamo s konceptom ešaloniranja ognjev. Zmogljivosti sistemov za ognjeno podporo pri majhnih vojskah so omejene, zato je pravilna in smotrna upraba koncepta ešaloniranja ognjev bistvena za uspeh na bojišču. Hkrati pa predvsem manjše članice Nata upravičeno pričakujejo, da bodo v operacijah zavezništva deležne tudi učinkov sistemov združene ognjene podpore, ki jih imajo na voljo velike države. Vnadaljevanju predstavimo koncept ešaloniranja ognjev in njegov vpliv na oblikovanje dobrega sistema ognjene podpore na taktični ravni, od ravni voda do brigade. Nazadnje pa pogledamo na zmogljivosti Slovenske vojske in njenih sistemov za posredne ognje znotraj širšega sistema ognjene podpore Slovenske vojske in združene ognjene podpore zavezništva ter navedemo nekaj ključnih ugotovitev, ki bi lahko služile kot premislek pri nadaljnji gradnji zmogljivosti Slovenske vojske. The article discusses the concept of echelonment of fires. Small armed forces such as the Slovenian Armed Forces (SAF) have a limited joint fires capability. Therefore, in order to succeed on the battlefield, they have to correctly apply the principles of echelonment of fires. Additionally, smaller NATO members rightfully expect to receive some of the Joint Fires Effects from larger member armies in the Joint Operational Environment. The article looks at the Joint Fire Support and indirect fire systems, and what the terms mean for small NATO member states with limited capabilities. It then goes on to present the concept of echelonment of fires and some key terms within the concept. Lastly, it looks at SAF capabilities through the echelonment of fires concept and Indirect Fire Systems. The author also puts forward some suggestions for future development of SAF capabilities.
