The European Union (EU) Environmental Impact Assessment (EIA) Directive which was introduced some 25 years ago has had a major impact on decision-making practices in EU member states. In the professional literature, this impact has mostly been discussed under the heading of "effectiveness", with an emphasis being given in particular to procedural elements. The extent to which EIA has contributed to objectives, such as raising environmental awareness and leading to an incorporation of environmental values in decision-making has only been rarely investigated. This paper reflects on these latter two aspects of EIA effectiveness in two EU member states; the Netherlands and the United Kingdom. Empirical evidence was compiled mainly on the basis of a comprehensive literature review and online surveys with EIA professionals in both countries. Our results indicate that overall the instrument is about equally effective in both countries with regards to the incorporation of environmental concerns in decision-making. As both countries have different governance mechanisms, further research is needed on why perceived effectiveness does not differ more. § Corresponding author.
To date, sustainable development has been the most important discourse informing planning, a powerful rhetoric for solving environmental problems that shows confidence in human ingenuity and technological advancements. However, recent advances in information and communication technologies, are prompting the development of smart(er) approaches to (sustainable) development, which might be signifying a departure from the more traditional, or perhaps earlier, greener narratives underpinning sustainable development. Within this context and informed by analysis of the literature, this paper aims to reflect on the extent to which ideas of going green and going smart are converging or diverging from the path towards sustainable development. This is done using convergence theory and Bennet's typology (1991) of similarities as an analytical framework. The findings suggest that the convergence of greening and smart ideas for sustainable development might be better achieved if smart-centric approaches to policy-and planning are subsumed in the overarching vision of environmental quality and resilience, with green approaches to urban development setting the path and driving decisions towards a sustainable future.
The "open ocean" has become a highly contested space as coastal populations and maritime uses soared in abundance and intensity over the last decades. Changing marine utilization patterns represent a considerable challenge to society and governments. Maritime spatial planning has emerged as one tool to manage conflicts between users and achieve societal goals for the use of marine space; however, singlesector management approaches are too often still the norm. The last decades have seen the rise of a new ocean use concept: the joint "multi-use" of ocean space. This paper aims to explain and refine the concept of ocean multi-use of space by reviewing the development and state of the art of multi-use in Europe and presenting a clear definition and a comprehensive typology for existing multi-use combinations. It builds on the connectivity of uses and users in spatial, temporal, provisional, and functional dimensions as the underlying key characteristic of multi-use dimensions. Combinations of these dimensions yield four distinct types of multi-use with little overlap between them. The diversity of types demonstrates that there is no one-size-fitsall management approach, but rather that adaptive management plans are needed, focusing on achieving the highest societal benefit while minimizing conflicts. This work will help to sharpen, refine and advance the public and academic discourse over marine spatial planning by offering a common framework to planners, researchers and users alike, when discussing multi-use and its management implications.
Circulating strains of human immunodeficiency virus (HIV) exhibit an extraordinary degree of genetic diversity and have been classified on the basis of relationships into distinct lineages called groups, types, subtypes, and subsubtypes. Sexually transmitted infections (STIs) are known to be a risk factor for HIV infection. To establish HIV-1 subtype diversity among STI patients in Nairobi, 140 samples were collected and partial pol gene sequencing done. From the analysis it was established that subtype A1 was the major subtype (64%) followed by D (17%), C (9%), G (1%), and recombinants AD (4%), AC (3%), CRF02()AG (1%), and CRF16()A2D (1%). These results suggest that the HIV-1 epidemic may be evolving toward more virulent and complex subtypes through transmission of complex recombinants due to viral mixing. Any use of ARVs may therefore require initial testing for de novo resistance before commencement of treatment and/or management.
