This paper reports on a transaction log analysis of the type and topic of search queries entered into the search engine Google (Australia). Two aspects, in particular, set this apart from previous studies: the sampling and analysis take account of the distribution of search queries, and lifestyle information of the searcher was matched with each search query. A surprising finding was that there was no observed statistically significant difference in search type or topics for different segments of the online population. It was found that queries about popular culture and Ecommerce accounted for almost half of all search engine queries and that half of the queries were entered with a particular Website in mind. The findings of this study also suggest that the Internet search engine is not only an interface to information or a shortcut to Websites, it is equally a site of leisure. This study has implications for the design and evaluation of search engines as well as our understanding of search engine use.
We argue that the traditional approach to information system design, which has become crystallised in widely promulgated Information Engineering Methodologies, is informed by a particular theory of human goal-directed action which emphasises mental representation and deliberation. This theory of action has recently been criticised for its inability to explain the fluid, unreflective, real-time action characteristic of skilled routine activity. An alternative theory stressing action as a direct response to situations in structured environments has emerged. This paper reports our attempts to theorise an alternative 'situated information systems' conception, and to embody it in an analysis and design methodology based explicitly on this situational theory of action. A methodology based on an authentic theory of routine action is likely to produce systems that are more effective in organisational settings where work is complex but largely routine.
Based on responsive regulation, the Australian Taxation Office (ATO) ComplianceModel was developed as a way of dealing with the complexities of the Australian tax system. This article demonstrates some of the challenges that come with introducing responsive regulation into a bureaucracy such as the ATO. Selznick's ideas of institutional integrity provide a conceptual framework that allows the regulatory agency engaged in responsive regulation to emphasize voluntary compliance and the building of positive relationships with the regulatee, while simultaneously ensuring that non-compliance is both detected and dealt with. Using evidence from a qualitative study of ATO "walk-ins" with used car dealers, the article demonstrates the unintended consequences that can occur without institutional integrity both at the level of design and at the level of everyday ATO field-officer practices.
This article explores the implications of a shift from public to private provision of information through focusing on the relationship between Google and public libraries. This relationship has sparked controversy, with concerns expressed about the integrity of search results, the Google Book project, and Google the company. In this paper, these concerns are treated as symptoms of a deeper divide, the fundamentally different conceptions of information that underpin the stated aim of Google and libraries to provide access to information. The paper concludes with some principles necessary for the survival of public libraries and their contribution to a robust democracy in a rapidly expanding Googleverse.
