The problem and the aim of the study. The system Higher education of Russian Education adapts to the challenges of globalization and new priorities of society, the values of students from different countries, expands the range of pedagogical technologies and ways to include them in the educational process. For the training of highly qualified specialists, the development of multicultural competence as an integrated personal quality, mixed learning, 3D modeling, augmented and virtual reality are actively used in higher education. The purpose of the article is to investigate the features of the use of augmented reality for the formation of multicultural competence of undergraduates. Research methods. The theoretical analysis and generalization of scientific literature are used to identify the problems of using innovative pedagogical technologies for the development of professional and general cultural competencies of university graduates in the conditions of digitalization of society. The main idea is determined by the principle of multicultural education, which involves obtaining of new knowledge, intercultural interaction, the formation of a worldview, etc. in an environment of augmented reality. The Zome application is used as a software tool. The study of augmented reality and software implemented in the format of a quest. The experiment involved 42 students of the Vyatka State University of the training program 44.04.01 Pedagogical education (level of magistracy). As a method of statistical processing of the experimental data, the χ2 (chi-square) Pearson test was used. Results. In the experimental group, undergraduates used the tools of the AR-application to studies of fundamental theory, consolidations of professional skills, intercultural communications and joint activities. The assessment of the levels of digital literacy formation was made and statistically significant differences in the qualitative changes that occurred in the pedagogical system were revealed, χ2obs. 2 > χ2crit0.05 (6, 27 > 5,99). In conclusion, the features of the use of augmented reality as a new pedagogical technology for the formation of multicultural competence of undergraduates and improving the quality of education are summarized.
The problem and the aim. One of the problems of a modern university in the new sanitary and epidemiological conditions is the organization of students' practice. Changes are taking place when working with databases of practices, coordination of information interaction, network communication at enterprises. The purpose of the article – is an analysis of students' assessments of the organization of practice to gain professional experience before the pandemic and in the transition to distance learning technologies. Research methods. Students' assessment of the impact of distance technologies on the organization of practice was carried out during a questionnaire through forms of Microsoft Teams. 124 students of the Orel State Institute of Culture from the faculties of documentary Communications and socio-cultural activities were involved in the following areas of training: 46.03.02 Documentation and Archival Studies; 43.03.02 Tourism; 51.03.03 Socio-cultural Activities; 51.03.04 Museology and Protection of Cultural and Natural Heritage Objects; 51.03.06 Library and Information Activities. The average age of respondents was 22 years (48% of girls and 52% of young people). Pearson’s criterion χ2 (chi-squared) was used for statistical data processing. Results. The questionnaire in Microsoft Teams has been developed. It contains the following blocks: "Distance technologies at the stages of the organization of practice (assessment of the spectrum, validity of the choice and problems of the means used by the university and the practice base)"; "Satisfaction with the quality of the organization of practice without the use (with use) distance technologies"; "Directions for improvement in the university / practice base". The Moodle course implements an appropriate algorithm of organizing practice based on distance technologies. Statistically significant differences in the qualitative changes in the pedagogical system were revealed, χ2observ. 2 > χ2critic0.05 (8,27 > 5,99). In conclusion, the directions of modernization of the electronic information and educational environment of the university on the organization of practice in accordance with the identified problems are described.
The article focuses on the assessment of the financial support of the cultural sector in the Russian Federation in the context of funding sources, as well as of the types of projects and programs. Despite the serious transfor-mations that have taken place in financing the cultural sector in recent years and include the approval and implementation of the national project, federal and regional programs, the cultural sector still largely needs additional funding. The volumes and structure of financing of the cultural sphere and sources of financing are analyzed. The procedure of financing the cultural sphere as an element of the state cultural policy has been studied. It has been inferred that the share of expenses for the maintenance of the studied sphere in GDP is very low; the share of buildings in unsatisfactory condition is significant; The share of federal budget spending on culture remains one of the lowest among all sectors of the economy. Conclusions are drawn that the system of state financing of the cultural sphere in the Russian Federation is not effective enough and needs to be improved. To date, the world has accumulated a significant experience in using various sources and tools to raise funds in the field of culture. It is noted that in the cultural sector of the Russian Federation budget financing still prevails, which does not adequately cover the needs of institutions and organizations. The article is devoted to the study of anarchist interpretations of the economy. This study is relevant for the reason that the modern state has proved to be very ineffective in solving the problems associated with the emergence and spread of the COVID-19 epidemic. The contradiction between the state as a political institution and the population of many countries has reached a new, extremely high, level of confrontation. The methodological base of the study is basic economic theories, including public sector and institutional economics. As a result, the author substantiated the conclusion that in the conditions of a severe crisis, when the state is unable to quickly solve new problems, negative judgments about the role of the modern state as a political institution that should solve socio-economic problems are formed quite quickly. Under these conditions, anarchist interpretations of the development of society are beginning to gain popularity, which, in principle, deny the need for the state. Anarchists, as a basic postulate, promote the position that people themselves, without any involvement of the state, are able to solve both personal and collective, and social problems. However, the course of events in the United States refutes this statement. In a situation where there is no state as an actor in social processes, real power passes to criminal groups which easily go to the most severe violence against citizens. The results of the study can be used to formulate state and regional economic policies, as well as in the course of teaching the subject “Institutional Economics”.
