Розглянуто необхідність кількісної оцінки суспільних процесів, тенденцій та дій соціальних інституцій, що здійснюють керування. Визначено, що інформаційна відкритість та наявність інструментів обробки і інформування формує умови ефективного адміністрування. Проведено аналіз трендівчасових рядів динаміки індикаторів. Для аналізу і узагальнення обмежено перелік пріоритетних показників чотирма та обрано данні звітів Світового Банку, Obozrevatel.ua, Transparency International. Введено уніфіковану норму, яка забезпечить співвимірність показників, що формують висновок про стан, тенденції та процеси. Введено одну із можливих норм, що застосовуються для евклідових просторів. Обґрунтовано систему базисної оцінки інтегрального показника за даними про ефективність урядування, якість регулювання, політичну стабільність та відсутність насильства та індекс СРІ. Отримані вирази оцінки прогнозних значень інтегрального показника. Запропоновано у якості оцінки для аналізу ефективності дій публічного адміністрування використовувати нижню межу. Промодельовані процеси оцінювання і отримано п'ятирічний часовий ряд для інтегрального показника. Представлено зв'язок похибки інтегрального показника, розміру вікна ковзання, стрибків першої та другої похідних узагальненого часового ряду та допустимої похибки, як обмеження нерівність. Запропоновано вводити систему представлення і відображення часових рядів у безрозмірних, обмежених просторах поворотом на кут навколо спільної вісі. Введені означення, доведено теорему про збереження локальних значень відносних розмірів та похибок. Показано вплив квадратичної форми на локальну відносну похибку інтегрального показника. The development of a democratic state in Ukraine is associated with the complex processes of transformation in economic and socio-political legal relations. The organization Науковий вісник Полісся № 1 (13), ч. 1, 2018 of a comprehensive anti-corruption policy involves: coordinating the relevant actors activities; conducting a comprehensive situational analysis of the conditions in the country; identifying the corruption threats; drafting educational and preventive measures; creating control mechanism for implementing the state anti-corruption programs; and the criminal proceeding as the form of the final measure. All these elements occupy leading positions in the process.Corruption is an evidence of the chaos typical in a transitional state and a "stumbling block" for modernization of the domestic economy. It has become a preeminent feature of Ukraine's institutions and has spread to all areas of socio-economic and political activity. Corruption blocks the formation of free competition and open markets; prevents international economic expansion and political integration, and restrains domestic economic development. In Ukraine, the scope of this phenomenon has reached huge proportions, and has led to significant precautions from the international organizations, foreign and domestic investors and partner countries concerning the feasibility and security of continued cooperation. The list of negative consequences is large, leading to the conclusion that the state should implement a more comprehensive approach to reduce simultaneous corruption and increase the economic development level, and that implies radical changes are necessary in both government and society.According to Transparency International [9], in terms of corruption in 2016, Ukraine had the same indicator (29 points) as Kazakhstan, Nepal and the Russian Federation, and shared 131 st place with them; and over the past four years, Ukraine even exceeded these countries in the corruption level.Target setting. Therefore, the questions of the economic causes of corruption and the impact of state corruption on Ukraine's economic efficiency are currently high on the agenda. The current processes of recovery of post-infarction and post-stroke patients in the context of the establishment of the institution of family doctors and insurance medicine are considered. It was proposed to introduce modules for automation of recovery process (MARP) to ensure procedures, quality of life and reduce labor costs during the period of long-term recovery. The forms of presentation of the model of the integral indicator are substantiated, which, in accordance with the requirements of the Ministry of Health, assesses the generalized indicator of the patient's condition (GPC), the quality of medical services and increases the efficiency of data compression. A consistent application of two Euclidean norms is proposed, which leads indicators of dissimilar physical nature to a limited metric space. The relationship between the lower and upper bounds of the GPC, the error, the width of the sliding window, and the values of the derivatives was established on the basis of the Taylor series expansion, geometric inequality and limited space. The model for evaluating the GPS as a lower bound and the method for generating information about its properties are substantiated. A three-level comparator is applied and an indicator vector (IV) is introduced as an informational addition to the time series. Additional capabilities for intelligent analysis are demonstrated. The model of GPC through IV is presented. The examples of IV values are used to demonstrate its applicability to the intelligent analysis of the recovery process. Openness, accessibility, transparency of GPC and IV as tools of KIT is implemented by the princes of public administration (PA) by reducing it to quantitative control and comparison if there are quantitative and qualitative indicators in the list. IV, sliding windows, as PA and KIT tools in software (SW) for a diagnostic conclusion and correction of the course of procedures, are numerically investigated. It is demonstrated on examples of a numerical experiment with software how the combined application of the method for calculating the GPC and IV effectively affects the compression ratio, increasing it to 60–75 %
The paper considers the Bayesian analysis of the threshold stochastic volatility models. Studies of methods for analyzing stochastic volatility and improving models of stochastic volatility significantly improve the quality of forecast models and their estimates. Bayesian inference is performed by tailoring Markov chain Monte Carlo (MCMC) or sequential Monte Carlo (SMC) schemes that take into account the specific characteristics of models. The results of applying the method demonstrated in models heteroscedastic non-stationary processes.
Abstract. The article analyzes the process of communication between state institutions and society. The study found that all aspects of communication between government institutions and society today acquire the characteristics of digital communication. This means that for the process of communication between government and society, its interactivity, multimedia, efficiency, extraterritoriality become relevant. It is also characteristic that the communication of state institutions and society acquires certain systemic properties — emergence, inherence, integrity. Also, as a result of the analytical study, there is a significant disparity in the access of different groups of the population to modern information and communication technologies and, as a consequence, the formation of different levels of their uptake by these groups of the population. Therefore, to increase the efficiency of communications, the subjects of the communication process should use a system of different channels of information transmission and use not a single concept, but a system of communication concepts to ensure national security and socio-economic stability. It is proven that the basis and guarantee of the formation and introduction of a systematic conceptual approach to the practical application of information and communication technologies of state institutions and society is the inevitable end-to-end digitalization of Ukraine. The process of digitalization will lead to a change in social and political activities of citizens, the formation of social strata, which is the germ of the information society and will require intellectual communication. The existence of a system of communication concepts has led to the use of a systematic approach to create an algorithm for the formation and implementation of effective communications of state institutions and society. The complex of requirements to the specified system of communications is formed due to the research. This system should be aimed at reconciling and harmonizing the interests and positions of communities of citizens; integration of social communities, optimization of administrative activity based on democratic values and observance of citizens’ rights. It also proposes areas of work to fulfill the tasks facing state institutions and society to harmonize the information and communication process and to form the basis of social stability and guarantee national security.
