To reveal the optimal model for the functioning of philosophical disciplines in the structure of educa tional programs for specialist training in "Public administration" specialty, as well as the specific features of managing the educational strategies for civil servants training. The authors focus on: 1) the ways of administrative solution of the problem of oversaturation of educational programs in the field of public administration with a set of philosophical disciplines; 2) the adaptation of educational programs for specialist training in the field of public administration to the needs of national and international employers; 3) the peculiarities of the internationalization of educational programs in the field of public administration in the context of academic mobility and the adaptation of the public administra tion system of Ukraine to the European Union standards. methodology. The authors used the method of culturalhistorical analysis, the comparative method, the structur alfunctional method, as well as the expert evaluation method. Findings. An organizational model of functioning of philosophical disciplines in the structure of educational pro grams for specialist training in the field of public administration is proposed; according to this model the historical and philosophical disciplines, the set of theoretical and practical philosophy taught in the Ukrainian language, are replaced with the Englishlanguage courses of logic, theory of argumentation, applied political science and applied culturology. The authors singled out and examined the peculiarities of the management of educational strategies for civil servants training in Ukraine, which are related to the place and functions of philosophical disciplines and nowa days require special attention: 1) the oversaturation of educational programs with historical and philosophical disciplines, as well as the disci plines of theoretical and practical philosophy in the conditions of unsatisfied needs for the formation of general com petencies; 2) the need to adapt educational programs for specialist training in the field of public administration to the needs of national and international employers without losing the advantages of classical university education; 3) the usage of English to teach disciplines of logical, political and cultural cycles aimed at the formation of gen eral competencies. Originality. The practical model of functioning of philosophical disciplines and the sociohumanitarian disci plines in the structure of educational programs for specialist training in "Public Administration" specialty adapted to the modern national and international conditions has been developed, which allows increasing the efficiency and competitiveness of higher education in Ukraine in the field of public administration, integrate training of civil servants and managers in Ukraine in the international educational and scientific space, creating conditions for the adaptation of Ukraine's institutional and noninstitutional management practices to the European Union stan...
The development of society in the direction of space exploration makes its own adjustments to the development of trade unions. A new system of social partnership is being created in society, in which individualized forms of labor use are dominated. It became possible to establish direct informal contacts between employers and employees. In fact, modern labor relations do not provide for mediation services that have historically been performed by trade unions. However, the activities of trade unions have gone beyond the narrow framework of the previously inherent to them functions of protecting the interests and rights of employees. Trade unions have become a social institution that provides a balance of social and economic interests of employees and employers. In the article, the authors proved that, reflecting the interests of civil society on the transition from planetary to space activities, the unions of the aerospace industry had changed the format of their activities: 1) the educational function became the priority function of trade unions of the aerospace industry, which oriented the work of trade unions towards continuous staff development; 2) the qualified personnel was in need of special working conditions and protection. In order to preserve qualified personnel in the aerospace industry, trade unions with a complex of institutional, infrastructural and legislative measures had to ensure the most favorable working conditions and their protection.
The purpose of the article is to study comprehensively the content of the leading newest concepts in the field of public administration in the United States, identify their basic features, as well as clarify key characteristics of the contemporary American theory of public administration. The study used a set of logical methods (synthesis, analysis, inductive method, etc.) and such general scientific approaches as system, structural-functional and bibliographic ones. The article presents a systematic study of modern theory of public administration in the United States, analyzes the leading concepts, reveals their essence, principles and features. In particular, the principles of transition from bureaucratic to post-bureaucratic management, developed by B. Armajani and M. Barzeley, are analyzed; ten principles of entrepreneurial government by T. Gaebler and D. Osborne; the content of recursive practices, due to which the construction of reality takes place, including public and political, based on the scientific views of Ch. Fox and H. Miller; the essence of R. Denhardt's new civil service, which relies on the instruments of direct democracy and recognizes public activity above market instruments in the context of achieving public interests; main directions (managerial, political and legal) of integrated public administration by D. Rosenbloom; argumentation of P. Nutt and R. Backoff regarding the expediency of using strategic management in public administration. The key characteristics (trends) of the modern theory of public administration in the US are revealed, namely: debureaucratization; marketization; managerization; servicing; postmodernization. The preconditions and content of these tendencies are identified. The scientific novelty of the article is to conduct a thorough study of the main new concepts in the field of public administration in the United States, as well as to identify general relevant characteristics of the American theory of public administration. The practical significance of the article is related to the possibility of further use of its materials in the educational process, research and practical field, taking into account clear applied orientation of modern theory of public administration in the United States.
