Trust between governors and the governed is seen as essential to facilitating good governance. This claim has become a prominent contention during the coronavirus pandemic. The crisis also presents a unique test of key hypotheses in the trust literature. Moreover, understanding the dynamics of trust, how it facilitates and hinders policy responses, and also the likely effects of these responses on trust are going to be fundamental questions in policy and trust research in the future. In this article, we review the early literature on the coronavirus pandemic and political and social trust, summarise their findings and highlight key challenges for future research. We show how the studies shed light on trust’s association with implementation of government measures, public compliance with them, mortality rates and the effect of government action on levels of trust. We also urge caution given the varying ways of measuring trust and operationalising the impact of the pandemic, the existence of common issues with quantitative studies and the relatively limited geographical scope of studies to date. We argue that it is going to be important to have a holistic understanding of these dynamics, using mixed-methods research as well as the quantitative studies we review here.
As COVID-19 vaccines are rolled out across the world, there are growing concerns about the roles that trust, belief in conspiracy theories, and spread of misinformation through social media play in impacting vaccine hesitancy. We use a nationally representative survey of 1476 adults in the UK between 12 and 18 December 2020, along with 5 focus groups conducted during the same period. Trust is a core predictor, with distrust in vaccines in general and mistrust in government raising vaccine hesitancy. Trust in health institutions and experts and perceived personal threat are vital, with focus groups revealing that COVID-19 vaccine hesitancy is driven by a misunderstanding of herd immunity as providing protection, fear of rapid vaccine development and side effects, and beliefs that the virus is man-made and used for population control. In particular, those who obtain information from relatively unregulated social media sources—such as YouTube—that have recommendations tailored by watch history, and who hold general conspiratorial beliefs, are less willing to be vaccinated. Since an increasing number of individuals use social media for gathering health information, interventions require action from governments, health officials, and social media companies. More attention needs to be devoted to helping people understand their own risks, unpacking complex concepts, and filling knowledge voids.
Dynamic agenda representation can be understood through the transmission of the priorities of the public onto the policy priorities of government. The pattern of representation in policy agendas is mediated through institutions due to friction (i.e., organisational and cognitive costs imposed on change) in decision making and variation in the scarcity of policy makers' attention. This article builds on extant studies of the correspondence between public priorities and the policy activities of government, undertaking time‐series analyses using data for the United States and the United Kingdom, from 1951 to 2003, relating to executive speeches, laws and budgets in combination with data on public opinion about the ‘most important problem’. The results show that the responsiveness of policy agendas to public priorities is greater when institutions are subject to less friction (i.e., executive speeches subject to few formal rules and involving a limited number of actors) and declines as friction against policy change increases (i.e., laws and budgets subject to a greater number of veto points and political interests/coalitions).
The distribution of attention across issues is of fundamental importance to the political agenda and outputs of government. This article presents an issue-based theory of the diversity of governing agendas where the core functions of government—defense, international affairs, the economy, government operations, and the rule of law—are prioritized ahead of all other issues. It undertakes comparative analysis of issue diversity of the executive agenda of several European countries and the United States over the postwar period. The results offer strong evidence of the limiting effect of core issues—the economy, government operations, defense, and international affairs—on agenda diversity. This suggests not only that some issues receive more attention than others but also that some issues are attended to only at times when the agenda is more diverse. When core functions of government are high on the agenda, executives pursue a less diverse agenda—focusing the majority of their attention on fewer issues. Some issues are more equal than others in executive agenda setting.
This article examines the responses of ministers facing high levels of blame in the press after serious failures in the public exam system for school‐leavers in Scotland in 2000 and England in 2002. It develops a method for systematic analysis and comparison of the behaviour of officeholders facing blame, tests the hypothesis that ministers will accept personal culpability only after other ways of handling blame have been exhausted and uses time series intervention models to show how one can estimate the impact of strategies on the next day's blame level. The basic sequencing hypothesis is partially upheld by the observed behaviour in these cases, though many other kinds of blame responses do not display a clear sequence. The intervention analysis also raises questions about the claimed effectiveness of presentational strategies for managing blame.
