The theoretical and empirical literature generally regards international migration as producing a cycle of dependency and stunted development in sending communities. Most migrants' earnings are spent on consumption; few funds are channeled into productive investment. We argue that this view is misleading because it ignores the conditions under which productive investment is likely to be possible and profitable. We analyze the determinants of migrants' savings and remittance decisions, using variables defined at the individual, household, community, and macroeconomic levels. We identify the conditions under which U.S. earnings are repatriated to Mexico as remittances and savings, and indicate the factors leading to their productive investment.
This article examines how temporary U.S. labor migration by family members and by students affects the educational aspirations and performance of those same students growing up in Mexican migrant communities. Labor migration affects these children in two ways. First it brings remitted U.S. earnings into the household which allows parents to provide more education for their children and reduce the need for children's labor. Higher incomes are also associated with numerous factors that improve the general well‐being of children, as reflected in various indicators including higher school grades. Labor migration also has negative impacts on children. In addition to family stress and behavioral problems with adolescents due to parental and sibling absence, migration provides an example of an alternative route to economic mobility. Children growing up in migrant households have access to information and social networks that reduce their likelihood of migration failure should they choose this alternative to the Mexican labor market. We analyze a unique data set from a stratified random sample of 7600 grammar, junior high, and high school‐level students in a state capital, a large town, and 25 rural communities in a Mexican migrant‐sending state. We find that high levels of U.S. migration are associated with lower aspirations to attend a university at all academic levels. We find, however, a positive relationship between U.S. migration and grades. We conclude that while U.S. migration provides financial benefits that allow children to continue schooling and perform well, it may also reduce the motivation to attain above‐average years of schooling.
Findings from the 2000 US Census indicate high rates of Hispanic population increase beyond urban areas and traditional immigrant-receiving states. The diversity of new destinations raises questions about forces attracting migrants to rural areas and links between economic structural change and Hispanic population growth. Our conceptual framework applies dual labor market theory to the meat processing industry, a sector whose growing Hispanic labor force offers an illustrative case study for analyzing how labor demand influences demographic change. We document the industry's consolidation, concentration, increased demand for low-skilled labor, and changing labor force composition over three decades. We then position meat processing within a broader analysis that models nonmetropolitan county Hispanic population growth between 1980 and 2000 as a function of changes in industrial sector employment share and nonmetro county economic and demographic indicators. We find that growth in meat processing employment exhibits the largest positive coefficient increase in nonmetro Hispanic population growth over two decades and the largest impact of all sectors by 2000. Rapid Hispanic population growth represents a pronounced demographic transformation in many nonmetropolitan counties, particularly since 1990. Its considerable public policy implications stem largely from high proportions of new foreign-born residents. Despite the pressing need for information on new immigrants in nonmetro counties and a bourgeoning scholarship on new rural destinations, few quantitative analyses have measured systematically the social and economic well-being of Latino immigrants. This study analyzes the importance of place for economic well-being, an important public policy issue related to rural Hispanic population growth. We consider four measures of economic mobility: full-time, year-round employment; home ownership; poverty status; and income exceeding the median national income. We conduct this analysis for 2000 and 2006-2007 to capture two salient periods of nonmetro Hispanic population growth, using a typology that distinguishes among nonmetropolitan areas by the categories of "traditional" immigrant destinations concentrated in the Southwest and Northwest, "new" immigrant destinations to capture recent and rapid Hispanic population growth in the Midwest and Southeast, and "all other" rural destinations as a reference category representing more typical nonmetro population trends. We also compare our results to those for metropolitan destinations. We find that place type matters little for stable employment but more so for wealth accumulation and income security and mobility. Compared with urban Latino immigrants, rural Latino immigrants exhibit higher rates of homeownership as well as greater likelihoods of falling into poverty and lower likelihoods of earning a measure of U.S. median income. From 2000 to 2006-2007, rural-urban differences deteriorated slightly in favor of urban areas. We conclude by discussing implications of these findings and those of addressing rural immigrant economic well-being more generally.
