The Covid-19 pandemic has significantly changed the pattern of human movement globally. Resistance to this visible enemy has led many countries to close their gates to restrict human passage. The closure of borders, restrictions on the movement of people and goods by many countries seem unable to prevent the massive spread of the coronavirus in the world. On the other hand, closing borders certainly have a domino effect on the country, government and the region. One of the multiple consequences in the immigration sector that is greatly felt by this pandemic is the emergence of the phenomenon of foreigners stranded in a country, as experienced by Indonesia. This case does not only occur to those who travel irregularly but also to those who are regular travellers. It cannot be denied that the problem of stranded foreigners is not just a matter of immigration alone, but is much more complex. This phenomenon certainly has implications for the social and economic problems of a country. A collaborative approach is needed to deal with this phenomenon. This study aims to answer empirically one of the biggest challenges facing immigration agencies in the world during the Covid-19 pandemic regarding the handling of foreigners stranded in Indonesia. The theme chosen was the collaborative efforts needed to ensure freedom of movement and immigration during the Covid-19 pandemic. This will discuss the handling of the Covid-19 Pandemic in Indonesia. The research method used is in the form of descriptive analysis by examining data and information obtained from official government websites and other sources. The results of this study aim to provide an overview, explanation, and validation of the phenomena studied regarding the handling of stranded foreigners and official standard procedures related to the process of returning foreigners to their countries during the Covid-19 pandemic conditions related to human traffic (migration) between countries. It was concluded that collaborative efforts were needed to ensure freedom of movement and immigration during the Covid-19 pandemic in Indonesia, particularly in dealing with the phenomenon of stranded foreigners.
Ministry of Law and Human Rights governenace in Indonesia has entered the digital era. This is in line with government direction and hopes in the conception of Making Indonesia 4.0 in 2018. In terms of services, immigration control, and implementation of supporting facilitative elements, simultaneous immigration has entered the level of e-governance. One of them is in terms of coordination and open data exchange related to the existence and activities of foreigners by the Foreigner Supervision Team which consists of various related government agencies. The Foreigner Supervision Team covers three aspects, namely the coordination aspect and the supervision aspect as well as the repression aspect. The Foreigner Supervision Team is required to have an open media for exchanging information and data. This digital platform must include foreign data in accordance with the licensing documents issued by each agency. The grouping of data from agencies that are members of the Foreigner Supervision Team will later be managed and processed for decision making in any Foreigner Supervision activities carried out. In addition, this digital platform must be able to function as an online learning medium for each agency member of the foreign supervision team to understand the main duties and functions of each member. This is in line with the Ministry of Law and Human Rights program in realizing the Ministry of Law and Human Rights Corporate University. The purpose of this study is to reveal the important side of the implementation of coordination carried out by the Foreigner Supervision Team. Through empirical normative methods, this research attempts to provide critical thinking and new perspectives in the context of implementing coordination and open data exchange based on digital platforms.
This study aims to answer empirically one of the biggest challenges faced by immigration in terms of implementing a crossing system, especially related to information technology implemented by the Directorate General of Immigration. The theme chosen is the implementation of the crossing system that has been implemented through autogate technology and the classical implementation of the crossing system. The discussion of this theme is the imbalance in the number of users between the two implementations of the system where the application of this crossing system technology should be able to solve queuing problems and also increase effectiveness and efficiency. This analysis uses descriptive analysis by assessing data and information obtained from various sources. The method used is to describe systematically through the research flow that is researched in a precise, simple and easy to do by conducting a theoretical study to deepen the immigration crossing system. The results of this study are in the form of recommendations that aim to provide a description, explanation, and validation of a phenomenon being studied about immigration crossings.
