The purpose of the research is to find out how the dynamics of online learning policies are in the Covid-19 pandemic era. The increasingly widespread spread of the Covid-19 pandemic has become one of the inhibiting factors in the world of education. The government's policy is to implement the Work from Home work pattern, namely all teaching and learning activities must be carried out at home, online learning to prevent the spread of Covid-19. The research method is a qualitative research, this research uses the library method, namely tracing documents, reports such as; books, journals, proceedings, articles, activity reports, news media and other written sources. Online learning activities can not be separated from problems such as; limited facilities, cultural changes, family support, not all students have laptops, cellphones. Applications that are often used in online learning such as; zoom, google classroom, teacher room and whatssap group. The researchers' conclusion; The dynamics of online learning policies in the Covid-19 pandemic era can be carried out well, according to creativity, lecturers, teachers in providing material and practice questions. The weakness of online learning such as internet network factors are uneven, not all proficient use of technology applications, lack of cultural understanding of digital media communication, cost limitations (quota internet).
AbstrakKemiskinan tentunya bukanlah masalah sosial yang hanya dialami oleh negaranegaraberkembang seperti Indonesia, namun dialami juga oleh negara-negara maju sepertiamerika. Di Indonesia kemiskinan terus menjadi masalah sosial yang fenomenal sepanjangsejarah Indonesia. Kemiskinan telah membuat jutaan anak-anak indonesia tidak bisamengenyam pendidikan yang berkualitas, kesulitan membiayai kesehatan, kurangnyatabungan dan tidak adanya investasi untuk masa depan, kurangnya akses ke pelayananpublik, kurangnya lapangan pekerjaan, kurangnya jaminan sosial dan perlindunganterhadap keluarga, menguatnya arus urbanisasi kekota, dan yang lebih parah,kemiskinan menyebabkan jutaan rakyat memenuhi kebutuhan pangan, sandang dan papansecara terbatas. Ada dua kondisi yang menyebabkan kemiskinan bisa terjadi, yaknikemiskinan alamiah dan karena buatan. Kemiskinan alamiah terjadi antara lain akibatsumber daya alam yang terbatas, penggunaan teknologi yang rendah dan bencana alam.Kemiskinan "buatan" terjadi karena lembaga-lembaga yang ada di masyarakat membuatsebagian anggota masyarakat tidak mampu menguasai sarana ekonomi dan berbagaifasilitas lain yang tersedia, hingga mereka tetap miskin. Maka itulah sebabnya para pakarekonomi sering mengkritik kebijakan pembangunan yang sering terfokus pada pertumbuhanketimbang pemerataan.Kata Kunci: Kemiskinan, Pelayanan Publik, Kebijakan PembangunanAbstractPoverty is certainly not the only social problems experienced by developing countries such asIndonesia, but experienced by the developed countries like the United States. There are two conditions that causepoverty can happen, namely poverty because of natural and artificial. Poverty naturallyoccur partly as a result of limited natural resources, the use of low technology and naturaldisasters. Poverty "artificial" occurred because the institutions that exist in the community tomake some community members are not able to master the economic means and variousother facilities available, so they remain poor. Background; Community consumption patterns contribute to creating increasingly diverse types of waste and the total waste produced, as well as the lack of public awareness in community-based waste management. The policy of the local government of the city of Kediri to provide infrastructure for waste management includes; storage, collection, transfer, transportation and final disposal (TPA). The role of the DLHKP in Kediri City is to provide training and assistance aimed at training residents so that they can use waste and manage waste wisely, especially household waste. Research methods; This type of research uses descriptive and qualitative approaches, researchers try to describe the object of research through observation and analysis of primary data and secondary data. The results of this study indicate that the implementation of community-based waste management socialization in Kediri City has not run optimally. Regarding the infrastructure for the pattern of waste transportation in the city of Kediri, it has not been running effectively and efficiently, due to the lack of a waste transport fleet and limited human resources in the field of waste experts. Conclusion; the effectiveness of community-based waste management policies in the city of Kediri, there are still few people who take part in the waste management process because people do not really understand the concept of waste management
This research aims to determine the performance of local government policies in improving solid waste services in the environmental cleanliness and gardening service of Kediri city. Based on Law No.18 of 2008 concerning waste management, regional regulation policy No. 3 of 2015 concerning waste management in Kediri City. Based on this regulation, it is very important to strengthen solid waste cleaning services in Kediri City. This research method used is a qualitative research method. Data is obtained through observation and analysis from secondary data and primary data. The results of this study indicate that the performance indicators of cleaning services on road sweeping are still less efficient and the technical work of road sweeping is still less productive, as a support for the infrastructure for waste collection equipment or waste collection from TPS / TPS 3R to TPA is still not optimal, this is due to limitations equipment in the environmental cleanliness and gardening service of Kediri City. From the results of the researchers, it can be concluded that the local government policy in improving the performance of cleaning services in Kediri City have not reached performance standards and the level of cleaning services cannot be said to be efficient and effective.Key Word: Public Policy Performance, Garbage Cleaning Services
This study aims to determine government policies in domestic waste management carried out in the city of Kediri and evaluate the implementation of performance policies for domestic waste management in the city of Kediri. Based on law No.18 of 2008 concerning waste management, and the policy of regional regulation No.3 of 2015 concerning waste management in the city of Kediri. Based on these regulations, it is very important to strengthen the performance of the service officers in the road sweep in the city of Kediri. The research method used is a qualitative research method. Data is obtained through observation and analysis of secondary data, as well as primary data. The results of this study indicate that under the service performance indicators of street sweepers in Kediri City are still not efficient and road sweeping technical work is still not productive. The results of the study can be concluded based on local government policies in improving the performance of road sweeping services in the City of Kediri so that the performance of road sweeping officers is more optimal, then the Government of Kediri City is recommended to make standard operating procedures (SOP) for road sweeping officers in Kediri City.
