Prior research has documented involvement of government and civil society actors in governance processes, but has largely neglected a key player: corporate business interests. Combining insights from social-ecological systems, organizational systems theory, theories of governance and power, interest group rule-making participation, and non-state alternative environmental governance, we examine corporate involvement and power in environmental governance systems. Drawing on a sample of Twitter messages about fuel economy standards, posted between 2012 and 2020, we offer a sector-level discourse analysis of corporate power and its interaction with the sociopolitical environment. The results suggest that business interests are gaining increasing power in the participation arena of U.S. fuel economy governance processes. The results likewise indicate corporations’ response to a changing political landscape in the U.S. Taken together, our analysis advances current scholarship on power dynamics in governance processes and on empirical assessment of power, offering implications for governance system design and implementation.
The growing reliance on non-state environmental governance (EG) coupled with the current U.S. political environment portends an increasing salience of governing efforts from non-state actors. Among non-state actors, corporations play a substantial role given their market and societal power, their corresponding social responsibilities, and their organizational and institutional adaptability in developing and performing EG solutions. This article proposes a corporate-led environmental governance (CLEG) model. An important distinction between previous iterations of corporate social responsibility (CSR) and corporate governance and the CLEG model proposed here is the active assertion of corporate environmental leadership as state leadership is subject to retrenchment in the United States.
Addressing climate change requires consideration of mitigation and adaptation opportunities at multiple spatial scales. This is particularly true in the built environment, defined here to include individual buildings, neighborhoods, and the spaces between. The current U.S. political environment portends fewer resources and coordinating services for mitigation and adaptation at the federal level, however, reinforcing the relevance and necessity of actions at subnational levels. In this study, we evaluate the applicability of a polycentric model of governance to the implementation of mitigation and adaptation practices, as well as the presence of polycentric systems in the built environment. We assemble a database of practices with the potential to achieve both mitigation and adaptation objectives, as well as those that may be cross-purposed or that may achieve one but not the other. We review practices to gauge the applicability of a polycentric model of governance to mitigation and adaptation practices in the built environment, and examine the attributes of three existing adaptation and/or mitigation programs to assess the extent to which they exhibit polycentric attributes. We conclude with recommendations for a broader research agenda, including efforts to develop more in-depth examinations into individual programs and comparative analysis of performances of different governance attributes.

Esto es particularmente cierto en el entorno construido, definido aquí para incluir edificios individuales, vecindarios y espacios entre ellos. Sin embargo, el entorno político actual de los Estados Unidos augura menos recursos y servicios de coordinación para la mitigación y adaptación a nivel federal, lo que refuerza la relevancia y la necesidad de acciones a nivel subnacional.
