The purpose of the paper is to study the experience of increase of quality of education as a result of digital modernization of the educational market in modern Russia's regions based on technologies of Industry 4.0 with the help of reorganization of regional universities and to develop recommendations for optimizing the practice of managing this process in modern Russia in the interests of the fullest implementation of the potential of mentioned problem. The research is performed by the example of the regions of the Volga Federal District of the Russian Federation. The authors perform analysis of the achieved results of increase of quality of education as a result of digital modernization of the educational market in regions of the Volga Federal District of the Russian Federation based on technologies of Industry 4.0 with the help of reorganization of regional universities and perform modeling of scenarios of increase of quality of education in this regions based on technologies of Industry 4.0 through reorganization of universities and develop recommendations for practical implementation of the most optimal scenario. This envisages the increase of quality of education in mentioned regions based on technologies of Industry 4.0 through reorganization of universities. The methods of horizontal, scenario, and regression analysis are used. It is substantiated that as of now (2019) Russia has not achieved significant results in the sphere of increase of quality of education during digital modernization of universities based on technologies of Industry 4.0 in the process reorganization (formation of regional flagship universities). The authors also try to solve the different aspects of this problem.
Purpose The purpose of the paper is to develop the scientific and methodological provision of an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 by the example of regional flagship universities of modern Russia. Design/methodology/approach The authors use the method of regression analysis for determining the dependence of the level of digitization of regions’ economy on the competitiveness of their basic universities. The research is performed by the example of regions of the Volga Federal District of the Russian Federation, in which there are regional flagship universities as of early 2019. Findings It is determined that audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 in modern Russia is conducted within the monitoring of the effectiveness of universities by the Ministry of Education and Science of the Russian Federation. Most of the indicators that are necessary for the audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 are not taken into account. The data of the monitoring allow compiling a fragmentary idea of the potential of a regional flagship university in training of digital personnel for the regional economy in the conditions of Industry 4.0, while the results of this training are not assessed or controlled. This leads to low potential and low efficiency of Russia’s regional flagship universities in training of digital personnel for the regional economy in the conditions of Industry 4.0. Originality/value The forms for an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 by the regional flagship university are developed. The indicators of the potential and results of the university in training of digital personnel are combined with the existing methodology of evaluation of the effectiveness of universities in Russia. An additional advantage of the authors’ recommendations is the universal character of the developed forms, which allows using them in other countries for an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0.
Abstract. To date, the banking sector is subsidized. the state co-finances players in the domestic banking sector against the background of reduced availability of foreign debt financing. on the one hand is an additional source of competitive advantages, on the other hand, the question is how commercial banks use their capabilities. In a fast growing sector of banking services, increased competition, rapid growth in the breadth and richness of banking service range it is necessary to use the entire arsenal of marketing tools that determine the competitiveness of services and effectiveness of company. The economic importance of technologies development for integrated assessment of competition efficiency is that banks have to be able to use different methods of competition for adaptation to ambient conditions changes and ensure competitive success. The article describes an integrated assessment approach to effectiveness of management of price and non-price competition in business corporations based on sample of banking market. The technology that proposed in article helps to identify the main target segments of consumers, investigate the influence and perception factors of price and non-price competition to the banking service consumers; to form the main ways and directions in management of competition efficiency; to evaluate the effectiveness of interventions.
