This article is the result of a documentary analysis, whose objective was to explain the influence of the State's policy on the migration issue in the development of international migration of Cubans. A qualitative approach was used from a structuralist conception with the use of theoretical methods such as historical, analytical-synthetic and inductive-deductive logic. It was found that since the 1990s and in correspondence with the global behavior of the flows, Cuban external migration faces the challenges of a gradual dynamism, the diversification of its currents, the complexity of its motivations and the deepening of ties between migrants and their country of origin. In these transformations the normative activity of the Cuban State has been fundamental. It is concluded that the efforts made by the State and its institutions to control the migratory potential and neutralize its socioeconomic impact have influenced, among other elements, the diversification of the expressions of migration and modified the flows, once they are adapted to the opportunities offered by the national regulatory policy framework.
La crisis sanitaria originada por la pandemia del COVID-19 tuvo una influencia directa en el consumo cultural y en los modos en que la educomunicación se adaptó a los nuevos escenarios virtuales. Instituciones culturales y educativas se reinventaron y tuvieron como eje fundamental de trabajo su transición hacia el ámbito virtual. La presente ponencia persigue como objetivo analizar cómo ha incidido el contexto de la pandemia en la experiencia museística virtual, abordando la correlación comunicación-marketing en el contexto guayaquileño para lo cual se realizó una delimitación temporal del año 2020. Desde el punto de vista metodológico se utilizó un enfoque cualitativo basado en la observación científica y el análisis de contenido web y redes sociales de los museos ubicados en Guayaquil. Los principales resultados muestran una heterogeneidad en la programación y experiencia virtual, innovación en las estrategias comunicacionales y una creciente interacción con los públicos lo que ha provocado que el consumo cultural impulsado desde la riqueza, experiencias y las colecciones de los museos constituya un reto por su enorme potencial.

This article focuses on a series of problems that threaten the preservation and use of university heritage, especially documentary. Various aspects such as the non-observance of the legislation, the absence of an efficient institutional policy, affectations caused by lack of knowledge and personnel, the high cost of the technologies and materials necessary for conservation and restoration and the evident impact of antiquity affect its conservation. Taking these precedents into account, the different uses derived from the management of university documentary heritage in its links with science and technology are analyzed. From the methodological field, an analysis was carried out with a qualitative approach based on the bibliographic review method and the selection of information through inclusion and exclusion criteria of primary and secondary sources in which a perspective of science-technology studies prevailed. and society. The main results make it possible to identify the necessary introduction of technology to facilitate preventive conservation, cataloging and dissemination of documentary heritage and everything that derives from it in research matters. Likewise, with the implementation of a responsible management of documentary heritage, it is necessary to involve various social actors and institutions to promote scientific research based on the management and dissemination of knowledge as a significant resource.
