University XYZ is a state university in East Kalimantan, which established in 2014. All of its academic and non-academic activities are supported by information technology managed by the Information and Communication Technology Unit (ICT Unit). University XYZ implements an information technology governance system that aims to support the University XYZ business strategy and goals optimally. Information technology governance systems must be well managed to support business process activities in University XYZ. This study aims to evaluate the capability of information technology governance system using the COBIT 2019 framework. This study uses COBIT 2019 design tools and core model to evaluate University XYZ governance system, then provide assistance in determining a governance system that is adjusted to the COBIT 2019 capability level assessment. The result of this research is a recommendation of the core model or process and the capability level that must be implemented by University XYZ. This research will conclude that there are 11 Governance and Management Objectives that have a priority of more than 50%. This study conducts an evaluation phase of the core model or process so that recommendations are obtained for the development of information technology governance.
Hospital Management Information System (SIMRS) is a system that can process and integrate the entire hospital service process flow in the form of a network of coordination, reporting and administrative procedures to obtain accurate data and information. At the RSUD Dr. Kanujoso Djatiwibowo (RSKD) of Balikpapan City, the application of SIMRS experienced problems such as the high number of troubleshooting cases and the redundancy of patient medical record numbers. This case is considered to inhibit the performance of hospital services related to efficiency. Based on this problem, the evaluation of SIMRS in the RSKD was carried out by using the constructed Human, Organization, Technology-Fit (HOT-Fit) model. This model involves eight variables which consists of System Quality, Information Quality, and Service Quality, System Use, User Satisfaction, Structure, and Environment, and Net Benefits. The results indicate that the proposed model either directly or indirectly affects the benefits obtained from implementing the SIMRS. Further implications of the results toward improvement of the system are provided.
Dinas Pemuda, Olahraga dan Pariwisata (DPOP) Kota Balikpapan berkedudukan dalam menyelenggarakan urusan pemerintahan di bidang kepemudaan dan olahraga serta pariwisata. DPOP Kota Balikpapan telah memiliki 15 dokumen SOP AP. Namun, dokumen SOP AP yang ada berasal dari tahun 2015 sehingga perlu dilakukan evaluasi. Selain itu, DPOP Kota Balikpapan belum memiliki pemetaan proses bisnis. Oleh sebab itu, dilakukan penelitian ini yang bertujuan untuk memodelkan proses bisnis serta menyusun SOP AP pada DPOP Kota Balikpapan yang sesuai dengan Permenpan RB RI Nomor 19 Tahun 2018 dan Permenpan RB RI Nomor 35Tahun 2012. Dengan menggunakan Business Process Model Notation (BPMN) untuk notasi proses bisnisnya dan flowcharts untuk notasi dalam menyusun dokumen SOP AP. Dari hasil penelitian ini didapatkan 15 as-is process yang kemudian dievaluasi menggunakan value-added analysis dan menghasilkan 15 to-be process serta 16 proses yang belum didokumentasikan ke dalam proses bisnis ataupun SOP AP, sehingga total proses yang dimodelkan dan disusun ke dalam proses bisnis dan SOP AP terdapat 31 proses.
