The forest landscape across the Nordic and Baltic regions hosts numerous lakes and watercourses, which must be included in forest management. In this study, national policy designs regarding protection zones for surface waters on forest land were reviewed and compared for the Nordic countries, Estonia and Latvia. The focus was how each country regulates protection zones, whether they are voluntary or mandatory, and the rationale behind adopting a low or high degree of prescriptiveness. Iceland and Denmark had a low degree of policy prescriptiveness, whereas Norway, Estonia and Latvia had a high degree of prescriptiveness. Sweden and Finland relied to a large extent on voluntary commitments. The prescribed zone widths within the region ranged from 1 m to 5 km. The results indicated that land-use distribution, forest ownership structure and historical and political legacies have influenced the varying degrees of prescriptiveness in the region.
Nowadays, great emphasis is placed on the relationship between forest and water because forests are considered as substantial sources of many water ecosystem services. The aim of this paper is to analyze the stakeholder opinions towards the relationship between forests and water and the potential development of water-related payments for ecosystem services (PES) schemes. The study is developed in the context of COST Action CA15206-PESFOR-W (Forests for Water) aimed at synthesizing current knowledge about the PES schemes across Europe. The stakeholder opinions were mapped out using a structured questionnaire consisting of 20 questions divided into four thematic sections. The data were collected through an online survey. The results showed opinions of 142 stakeholders from 23 countries, mainly from Eastern Europe and the Mediterranean Basin. In order to analyze the collected data, the stakeholders were grouped in buyers, sellers, intermediaries, and knowledge providers. The survey results indicated that the most important category of water ecosystem services according to our sample of stakeholders is regulating services followed by provisioning services. Further findings pointed out the highest importance that shared values and direct changes in land management can have when designing water-related PES schemes. The role of public authorities and collective collaboration of different stakeholders, with emphasis on local and expert knowledge, are also identified as of crucial importance. The results show that stakeholder opinions can serve as a starting point when designing PES schemes.
The EU Water Framework Directive aims to ensure restoration of Europe’s water bodies to “good ecological status” by 2027. Many Member States will struggle to meet this target, with around half of EU river catchments currently reporting below standard water quality. Diffuse pollution from agriculture represents a major pressure, affecting over 90% of river basins. Accumulating evidence shows that recent improvements to agricultural practices are benefiting water quality but in many cases will be insufficient to achieve WFD objectives. There is growing support for land use change to help bridge the gap, with a particular focus on targeted tree planting to intercept and reduce the delivery of diffuse pollutants to water. This form of integrated catchment management offers multiple benefits to society but a significant cost to landowners and managers. New economic instruments, in combination with spatial targeting, need to be developed to ensure cost effective solutions – including tree planting for water benefits - are realised. Payments for Ecosystem Services (PES) are flexible, incentive-based mechanisms that could play an important role in promoting land use change to deliver water quality targets. The PESFOR-W COST Action will consolidate learning from existing woodlands for water PES schemes in Europe and help standardize approaches to evaluating the environmental effectiveness and cost-effectiveness of woodland measures. It will also create a European network through which PES schemes can be facilitated, extended and improved, for example by incorporating other ecosystem services linking with aims of the wider forests-carbon policy nexus.
We assessed total mercury (THg) concentrations and greenhouse gas (GHG) emissions in pristine and managed hemiboreal peatlands in Latvia, aiming to identify environmental factors that potentially affect their variation. The THg concentrations in soil ranged from <1 µg kg−1 to 194.4 µg kg−1. No significant differences between THg concentrations in disturbed and undisturbed peatlands were found, however, the upper soil layer in the disturbed sites had significantly higher THg concentration. During May–August, the mean CO2 emissions (autotrophic and heterotrophic respiration) from the soil ranged from 20.1 ± 5.0 to 104.6 ± 22.7 mg CO2-C m−2 h−1, N2O emissions ranged from −0.97 to 13.4 ± 11.6 µg N2O-N m−2 h−1, but the highest spatial variation was found for mean CH4 emissions—ranging from 30.8 ± 0.7 to 3448.9 ± 1087.8 µg CH4-C m−2 h−1. No significant differences in CO2 and N2O emissions between disturbed and undisturbed peatlands were observed, but CH4 emissions from undisturbed peatlands were significantly higher. Complex impacts of environmental factors on the variation of THg concentrations and GHG emissions were identified, important for peatland management to minimize the adverse effects of changes in the biogeochemical cycle of the biophilic elements of soil organic matter and contaminants, such as Hg.
Forests and woodlands provide a wide variety of ecosystem services that are usually classified within three categories: provisioning services, regulating (supporting) services and cultural services. While provisioning and regulating services are widely analysed, there is a lack of information about the cultural ecosystem services, particularly some sub-categories of these. In this study, we have focused on inspiration for creativity as a sub-category of cultural ecosystem services provided by forests and analysed the depiction of forest ecosystems in landscape paintings of Latvian artists. It may be concluded that forest ecosystems serve as an important source of inspiration for creativity and art, as may be seen in the landscape paintings of Latvian artists of the 20 th century. Characteristic landscape features of birth and living places of the artists are reflected in their works. The performed analysis is the first of its kind in Latvia, and it may be further expanded, either by incorporating other aspects of creativity or adding economic dimension, for example, by surveying the art market.
