Since the patterns of residential buildings in the urban area are small-sized and dispersed, this study proposes a high-resolution flood loss and risk assessment model to analyze the direct loss and risk impacts caused by floods. The flood inundation simulation with a fine digital elevation model (DEM) provides detailed estimations of flood-inundated areas and their corresponding inundation depths during the 2016 Typhoon Megi and 2017 Typhoon Haitang. The flood loss assessment identifies the impacts of both events on residential areas. The depth-damage table from surveys in the impacted area was applied. Results indicated that the flood simulation with the depth-damage table is an effective way to assess the direct loss of a flood disaster. The study also showed the effects of spatial resolution on the residential loss. The results indicated that the low-resolution model easily caused the estimated error of loss in dispersed residential areas when compared with the high-resolution model. The analytic hierarchy process (AHP), as a multi-criteria decision-making method, was used to identify the weight factor for each vulnerability factor. The flood-vulnerable area was mapped using natural and social vulnerability factors, such as high-resolution DEM, distance to river, distance to fire station, and population density. Eventually, the flood risk map was derived from the vulnerability and flood hazard maps to present the risk level of the flood disaster in the residential areas.
AbstrakPada bulan Mei 2010, naiknya suhu di laut Andaman menyebabkan banyak wilayah perairan Indonesia mengalami kenaikan suhu 4°C. Hal ini memicu terjadinya pemutihan karang di beberapa perairan di Indonesia, salah satunya di Pantai Probolinggo.Pantai Probolinggo merupakan pantai yang memilki sumber daya terumbu karang yang sangat indah, dan salah satunya terletak di area PLTU Paiton.Unit Pembangit Paiton merupakan salah satu pembangkit yang dimilki oleh PT. PJB yang digunakan untuk menyuplai sebagian besar listrik di Jawa dan Bali.PLTU Paiton ini didirikan di tepi pantai Probolinggo yang memiliki sistem sirkulasi pendinginan langsung dari laut.Pemetaan pemutihan karang dengan metode penginderaan jauh dengan data lapangan dilakukan untuk mendeteksi luasan daerah yang mengalami pemutihan karang.Citra yang digunakan adalah WorldView-2 dengan pemrosesan dilakukan pada kanal biru dan kanal hijau yang memilki penetrasi pada kedalaman air.Koreksi kolom air dilakukan untuk menghilangkan pengaruh kedalaman. Klasifikasi supervisi dilakukan untuk mendapatkan spot yang diduga mengalami pemutihan karang. Hasil klasifikasi menunjukan total luasan karang yang mengalami pemutihan dari lima titik pengamatan lapangan (masing-masing titik 100m 2 ) sebesar ± 726 m 2 . Fenomena pemutihan karang didaerah perairan PLTU ini disebabkan oleh dua faktor utama, yaitu pemanasan suhu permukaan air laut dan aktifitas dari PLTU Paiton sendiri. Adanya aktifitas pengerukan untuk pembangunan unit pembangkit baru dan aktifitas pembuangan air hasil proses PLTU turut menyumbang penyebab pemutihan selain disebabkan oleh kenaikan suhu permukaan air laut sebesar ±2°C. This phenomena triggers coral bleaching in many Indonesia's coastal area, one of them is Probolinggo beach. Probolinggo beach is a beach with very fascinating coral reefs, one of them is located near Paiton Power Plant area. Paiton plant unit is a power plant that is owned by PT. PJB which used to supply almost three of fourth part of the electricity in Java and Bali. PLTU Paiton is established at the seaside of Probolinggo beach, which has a coolant circulation system located adjacent to the sea. Coral bleaching mapping with remote sensing method with in situ data was used to detect the extent of areas experiencing coral bleaching. WorldView-2 Satellite Imagery was used with the processing performed on the blue bands and green bands which has the depth of water penetration. Water column correction is done to eliminate the effect of depth. Supervision classification is performed to get the alleged spot of coral bleaching.
