Introduction. The prospects of using nanoparticles in the production of medicines are widely discussed in the literature. In 2018 alone, the quantity of registration certificates issued by national regulators for medicines that use nanoparticles in one form or another is around forty. Most of them are medicines based on liposomes, polymers, iron oxides, micelles. So far, no registration certificates have been issued for selenium nanoparticles. One of the reasons for this situation in this area, from our point of view, is that the mechanisms of interaction of nanoparticles with cells are not sufficiently studied. The lack of basic research in this area is one of the main obstacles to the development of new-generation drugs based on nanoparticles.Text. This review is devoted to the analysis of scientific data on the interaction of selenium nanoparticles with different types of cells. The article discusses the biological properties of selenium and its role in cell metabolism. Data on the cytotoxic effect of selenium nanoparticles on various cell cultures are presented. Methods of preparation of nanoparticles and methods for studying the interaction of nanoparticles with cell cultures are described.Conclusion. Analysis of the literature data allows us to draw conclusions about the relevance of research on the interaction of selenium nanoparticles with living cells. This is necessary to determine the mechanisms of selenium nanoparticles absorption, study their cytotoxic and / or cytostatic action, and distribution in cells. Investigation of the biological interaction of selenium nanoparticles with tumor and normal cells will determine the most informative methods for registering and quantifying their antitumor activity, which is relevant for the development of new drugs to treat cancer.
The article is devoted to the relevant issues of international relations in the Maghreb subregion, which became especially acute after the rupture of diplomatic relations between Algeria and Morocco in August 2021. The authors analyze the general parameters of the Maghreb subsystem of international relations and identify key trends in the internal political development of its member states. The growing tension in the bilateral relations between Algeria and Morocco is only a symptom of the general crisis of the regional subsystem. The study is based on the analysis of a wide array of information and analytical materials and documents, as well as the authors field research in the border regions of Morocco (2019) and Algeria (2018, 2019) and interviews with Maghreb politicians (2020, 2021). The first part of the article highlights the key parameters of the Maghreb subsystem, describes its internal architecture, reveals the interconnections with other regional subsystems, and identifies the development trends of the Maghreb that took shape in the 2010s. The second part analyzes the internal political dynamics in Libya, Tunisia and Algeria. The current situation in each country can be described as an impasse, both in terms of the development of the democratic process and the possibilities for national consolidation on an authoritarian basis. The political elites of the region are unable to offer realistic strategies for state development and it leads to the growing alienation of societies. The third part of the article reveals the implications of political development crises for the regional relations. The authors conclude by putting forward a scenario of a partial reorientation of a number of Maghreb states from a deeper Mediterranean integration to finding other allies. They also identify prospects for rebalancing relations of Maghreb states with their Arab partners. In the framework of these processes the elites can use conflicting foreign policy agenda for the national consolidation of some countries. Finally, the authors raise the question of seeking new models of state and regional development in the Maghreb.
The article is devoted to the problem of the colonial past in Algerian-French relations. In the early 2020s, it gained particular urgency for three reasons. Firstly, in the context of the transformation of the global world order and the deep social cleavages that have engulfed both many Eastern and Western societies, issues of historical memory, external and internal decolonization began to come to the fore both in public discussions within individual states and in international relations. Secondly, the coming to power in France of E. Macron marked an attempt at a serious transformation of the country’s foreign policy, strengthening its position in the world as a whole, and in the region of the Middle East and North Africa, in particular. Related to this were the (mostly unsuccessful) initiatives of E. Macron on the Palestinian-Israeli and Libyan settlements, the Lebanese crisis, and the resolution of accumulated contradictions with Algeria. Thirdly, A. Tebboune’s coming to power in Algeria in 2019 also gave impetus to the country’s foreign policy and created the conditions for revising relations with France. In these circumstances, the idea arose of preparing reports by the two sides on the possibilities of overcoming the negative colonial legacy in bilateral relations. The Algerian side did not submit the report, and the French text was prepared by B. Stora by January 2021 and caused wide response. The purpose of this article is to determine, based on the analysis of this text and the materials of the discussions that followed it, the French vision of the problem of reconciliation with Algeria. The article was written using the method of “slow reading” of the source - its main part is a detailed analysis of the report by B. Stor, followed by a review of the discussion he caused. The result of this approach is the identification of not only the widely discussed contradictions in matters of historical memory (both between Algeria and France, and within French society), but also the identification of some non-obvious problems of the French perception of this problem.
