Вступ. Розглянуто проблемні питання коректного застосування наукометричного інструментарію в контексті розвитку національної фахової періодики. Проблематика. Нині вимірювання публікаційної активності в науковій діяльності та створення для цього системи ефективних показників потребує якнайширшого фахового обговорення й удосконалення. Мета. Оприлюднення пропозицій щодо формування стратегічних пріоритетів оцінювання наукової впливовості на підставі статистичних та похідних наукометричних зведень щодо публікаційної активності вчених. Матеріали й методи. Аналітична обробка нормативного забезпечення підвищення ефективності видання наукової періодики в Україні, а також встановлення зв'язку між публікаційною активністю науковців та оцінкою ефективності їхньої діяльності в контексті коректного застосування наукометричних показників. Результати. Запропоновано використання двовимірного підходу на базі пошуку ефективних засад щодо державного регулювання в частині впровадження дієвого інструментарію аналізу та оцінювання публікаційної і видавничої діяльності дослідників та наукових установ і навчальних закладів. Сформульовано пропозиції, які враховують потреби формування збалансованого підходу щодо розвитку вітчизняної фахової наукової періодики з метою забезпечення сталого розвитку національної інформаційної сфери. Висновки. Подальше обговорення ефективного представлення результатів публікаційної діяльності необхідно продовжувати у контексті підвищення стандартів якості вітчизняної фахової наукової періодики, закладання підвалин коректного оцінювання видавничої продукції та діяльності й побудови відповідних рейтингів. Purpose of the Review 0.1 This Review was commissioned at the time of Budget 2001 as part of the Government's strategy for improving the UK's productivity and innovation performance. It stemmed from the Government's concern that the supply of high quality scientists and engineers should not constrain the UK's future research and development (R&D) and innovation performance. 0.2 Continuous innovation is key to the future survival and growth of businesses operating in what are increasingly competitive global markets. Although not all innovation is based on scientific R&D, the need for human ingenuity in making discoveries and creating new products, services or processes means that the success of R&D is critically dependent upon the availability and talent of scientists and engineers. 0.3 The Review considered the supply of science and engineering skills in the UK and the difficulties employers face in recruiting highly skilled scientists and engineers. A number of problems were identified in the development of science and engineering skills in school, further and higher education, and the Review makes a number of specific recommendations to the Government and the education sector to address these problems. 0.4 The Review also identified the need for further action by businesses and others seeking to employ scientists and engineers to work in R&D. Scientists and engineers are in increasing demand right across the economy and employers cannot expect to attract the best scientists and engineers without offering competitive conditions of employment. The challenge for R&D employers, therefore, is to improve the attractiveness of the jobs they offer, improve the coherence of their skills planning, and increase dialogue and research collaboration with the education sector, all of which are crucial in ensuring an adequate supply of scientists and engineers to work in R&D. Scope of the Review 0.5 The report focuses on biological sciences, physical sciences, engineering, mathematics and computer science. Graduates and postgraduates in these subjects are referred to as 'scientists and engineers'. 1 The Review recognises, however, the powerful influence of multidisciplinary and interdisciplinary activities in innovation, where related subjects (for example, medicine and information studies) are increasingly important, and that consumer-led demand is a powerful motivator in the production and development of novel products and services. 2
This article deals with some aspects of the implementation of the open science principles in different countries and the problems of society, in particular the scientific community, in the process of transition to open access depending on the level of economic development of the country. Attention is also paid to how a change in the cultural paradigm may affect scientific communication and the publication of research results. Until now, around the world, they have been subject to the requirements of assessing the effectiveness of scientific work using bibliometric indicators. Nowadays, the shortcomings of this approach are becoming obvious, most of all, ignoring the creative component of scientific work and the existence of other, in addition to the publication of articles, types of scientific work.
Introduction. The problems of correct use of scientometric tools in the context of the development of domestic professional periodicals have been discussed.Problem statement. Measuring the publication works in scholarly research activity and creating a correct indica tor system for this have been shown to require as wide as possible professional discussion and improvement.Purpose of this research is to make proposals on the formation of strategic priorities for the assessment of impact of statistical and derivative scientometric base on the publication activity of researchers. materials and methods. The regulations in order to increase the efficiency of publishing the scholarly research periodicals in Ukraine have been analyzed. The correlation between the scholarly research activity and the assessment of effectiveness of their activities have been studied in the context of correct use of scientometric indices.results. A 2D approach based on searching for effective principles of state regulation in terms of introduction of effective tools for analysis and evaluation of publication/publishing activities of researchers, R&D institutions, and educational institutions has been proposed. The formulated proposals take into account the needs for the formation of a balanced approach to the development of domestic professional scholarly research periodicals in order to ensure sustainable development of the national information sphere.conclusions. Effective presentation of results of publication activities should be further discussed in the context of improving the quality standards of domestic professional scholarly research periodicals, underlying the foundations for correct assessment of publishing products and activities, and making appropriate ratings.
