The purpose of this article is to identify new threats and opportunities in the reform of state-owned enterprises in Uzbekistan to improve the efficiency of state-owned enterprises and the national economy as a whole. In the course of this study, the problem of corruption, methods of reforming state enterprises in developing countries, their consequences and directions of development were studied. And also, a critical view is given and recommendations are proposed for the reform of state-owned enterprises in the domestic economy. Based on the results of the analysis and analysis of state programs, special problems were identified in state-owned enterprises in the field of subsoil use, extractive industries and the activities of enterprises with a state share. The results of the study indicate the need to strengthen supervision over the activities of state-owned enterprises, since their profitability or unprofitability directly affects the degree of associated fiscal risks. State- owned enterprises often perform quasi-fiscal functions, attracting funds from both the state budget and external sources to finance industry projects. In the field of reforming state-owned enterprises of Uzbekistan, key conclusions have been made regarding the communication to the public, the goals, objectives and the need for ongoing transformations. There is no doubt that the reform of state-owned enterprises requires significant changes in legislation in the field of antimonopoly regulation and protection of competition, the banking and financial system, improving the protection of private property and consumer rights, social protection of the most vulnerable segments of the population and the unemployed.
Formulation of the problem. The use of an effective economic management system allows you to create favorable conditions for achieving long-term economic growth at minimal costs. The purpose of the study is to study foreign experience of economic management reform, review the course of administrative reform in the Republic of Uzbekistan and, on the basis of available data, develop recommendations for the national economy. The subject of this research is the development of the management system of the national economy in the context of the transition to full-fledged market relations. Methods of economic research - system analysis, generalization, scientific abstraction, historical and logical method, classification, etc. The hypothesis of the research is that currently the main vector of reforms in Uzbekistan is optimization and increasing the efficiency of the economic management system. The use of market and administrative instruments will improve the quality parameters of economic development, create conditions for increasing the competitiveness of the economy. Presentation of the main material. The main features of the management reform in various countries of the world are revealed, an analysis of the reform of the national economy management system is made, recommendations for the transition to a full-fledged market are substantiated. The originality and practical significance of the study is that it systematizes the main approaches to the reform of economic management, studies the features of management reform in the Republic of Uzbekistan, substantiates recommendations for increasing its efficiency in the period of overcoming the consequences of forced restrictions and for the future. The conclusions of the study are that “market mechanisms” are just one of many necessary tools to achieve the goals of the country's socio-economic development. Therefore, it is necessary to clearly “outline the boundaries” in which areas the state should introduce market relations, in which to regulate activities and in which - to produce or provide services. When developing a new system of economic management, it is necessary to include tasks for both the development of market institutions and administrative procedures. When carrying out the privatization of enterprises engaged in the extraction of minerals and their primary processing, the controlling stake must be retained by the state. The main resource of the country is the accumulated human potential, which requires special attention from the state during the reform process. The new economic management system must be ready to respond promptly to internal and external challenges
To implement the goals of the dynamic development of the domestic economy of Uzbekistan declared by the country's leadership in the context of significant foreign policy and internal economic contradictions, it is necessary that both the goals and objectives of the socio-economic policy of the Republic of Uzbekistan correspond to the existing relations of appropriation and alienation of property both within the country and in relation to other economies. The purpose of the article is to explore the prospects for new opportunities for the economic development of Uzbekistan. The object of the research is the opportunities and incentives for the economic development of Uzbekistan. Research methods. The theoretical basis for the research was the works of scientists on the issues of cooperative-integration relations in the agro-industrial complex. In the process of research, the following methods were used: abstract-logical, monographic, comparative analysis, etc. Research hypothesis. Understanding property relations as, first of all, constantly changing social relations. Presentation of the main material. The transformation of property relations occurs not only and not so much under the influence of external factors, but also primarily as a result of the implementation of an immanent internal logic emanating from the historical dynamics of development. Originality and practical value. The scientific novelty of the research lies in the development of theoretical and scientific-methodological approaches to solving the ecological and economic problems of the region's development. Conclusions and prospects for further research. Overcoming the identified negative trends in the socio-economic situation in the country is possible through the use of mechanisms for improving property relations, including limiting the use of property rights of the state by the bureaucracy; use of a wide range of mechanisms to protect property rights.
We explore the development of vertical specialization theory which is trade in goods across multiple stages of production on the relationship between trade and business cycle synchronization across countries. We study various papers about international trade model in which explores the degree of vertical specialization varying with trade barriers. We examine how and why these vertical specialization models created by economists and compare differences of those models. Since VS one of the most important changes involves the increasing interconnectedness of production processes in a vertical trading chain that stretches across many countries, with each country specializing in particular stages of a good’s production sequence. The purpose of the article is to form a theoretical and methodological basis for an economic retrospective of the development of the theory of vertical specialization. The subject of the research is theoretical and methodological aspects of the economic retrospective of the development of the theory of vertical specialization. Methods used in the study: historical method, methods of verification of theoretical positions (morphological analysis of the content and relationship of categories, principles and laws, assessment of the correspondence of historical facts to theoretical hypotheses), methods of analysis and synthesis, induction and deduction, logical method (hypothetical and axiomatic approaches), comparison method. Research hypothesis. In the context of global challenges, it is necessary to change the nature of interaction, for which it is necessary to form a theoretical and methodological basis for an economic retrospective of the development of the theory of vertical specialization. Presentation of the main material. Vertical specialization occurs when a country uses imported intermediate parts to produce goods that it later exports. This definition reflects the idea that countries are consistently linked to each other to produce the final good. The fulfillment of the conditions is justified: the product must be produced in several successive stages, two or more countries must specialize in the production of some, but not all, stages, and at least one stage must cross the international border more than once. It is emphasized that vertical specialization occurs when a country uses imported intermediate parts to produce goods that it later exports. Originality and practical significance of the research. The study of the economic retrospective of the development of the theory of vertical specialization includes four interrelated blocks – the theoretical and exploratory basis of interaction, the substantive (paradigmatic and methodological), applied and managerial basis of the interaction of business entities, which will allow comprehensively cover possible aspects of interaction. Conclusions of the study. The article examines the theoretical and methodological basis of vertical trade also connects the growth of international trade with an increase in international production. The forces that have driven increased vertical trade – lowering trade barriers and improving transport and communication technologies – are likely to persist. Thus, we can conclude that the value of VS and vertical trade in world trade will grow from year to year.
