The article reveals the content and explores the conceptual-categorical apparatus of the problem of the «smart city» formation on the territory of a large municipal entity. The classification of big municipalities, aimed at their services (communal, educational, medical, public) ‘smartization’, by type, is given. It is determined that smart cities are considered by the world scientific community from two positions: on the one hand, as objects of the spontaneous socio-economic movement, which cannot always be directed in a given strategic direction; on the other hand, as a managerial category – cities that effectively use all available information for better understanding and control of their functions and optimal use of resources available, including the potential of residents. A system of factors, the development of which is aimed at forming the foundations of a smart city, is given. The basis for developing such a system is the concept of sustainable development. Accordingly, the complex of the following factors influencing the ‘smartization’ of urban development is presented: technological (determines the level of development and public availability of digital technologies in urban services); human (creates a space for creativity, learning, obtaining and generating knowledge); economic (outlines the limits of economic capacity of the city, the coordination of economic tasks with social priorities and environmental needs); institutional (forms the basis for proper management of the city’s integrated development, promotes the development of the smart community and the attraction of intellectual capital). The criteria for meeting the goals of smart city management that outline the content and determine the directions of smart administration on the basis of sustainability are given; the factors of the formation of such a city (institutional, social, economic, technological) are presented and structured; accordingly, the concept of «smart city» is defined through the prism of institutional, social, economic, technological and integrated managerial approaches.
The purpose of the paper is to describe the approach of e-services providing in Ukraine in terms of decentralization reform. Methodology. We suggest describing the approach of e-services providing. According to the subject of description, methodology could be classified in groups presented below: description of the background (part 3), which reveals the need for digital education; analysis of digital transformation in public administration decentralization reform (part 4); strategic analysis of the vision for public e-services providing (part 5); generalization of the approaches (part 6). The development of the method of descriptive analyses has been based on several sources, namely: studies of the case of public e-services providing in Ukraine; analyses of extant literature on public e-services and their development. Results. Developing innovative and flexible public e-services in Ukraine, capable for adapting to the citizens’ current needs, has become crucial for public administrations. Progress in e-Government tools implementation continues in Ukraine in terms of decentralization reform. The e-Government concept puts into practice as the ambition of Ukrainian decentralized government to use information and communication technology (ICT) to provide more efficient public e-services for citizens. The relationship between citizens and the local government is crucial and it is mediated through modeling the process of e-services developing and deeper understanding current citizens’ needs by governmental officials. Practical implications. Our research aims at developing bases for strategic vision on public e-services in Ukraine as a framework that lays the foundations enabling a public administration to build flexible and innovative system of e-services, by relying on four bases (openness, participation, collaboration and integration). Value/originality. Revealing the current stage of decentralization reform of Ukraine enable to provide a case study of the organizational, institutional and social capacities for digitalization of e-services and form a strategic vision for their systemic development.
У статті розглянуто підхід до застосування технології блокчейн в управлінні розвитком міста в межах концепції «розумне місто». Зазначено, що концепція охоплює ряд питань модернізації ключових аспектів розвитку міста, починаючи з базового інфраструктурного рівня (комунальна інфраструктура, міські дороги і транспорт, міське будівництво) і завершуючи надбудовами (державно-приватне партнерство, якісні публічні послуги, соціально відповідальний бізнес, циркулярна економіка та свідома громада). Доведено, що все це у сукупності дозволяє вибудовувати механізми взаємопроникнення технологій у всі сфери «розумного» управління процесами розвитку міського середовища для кращого задоволення потреб громадян у якісному, безпечному та продуктивному просторі для життя та професійної діяльності. Дієвим рішенням такого взаємопроникнення визначено технологію блокчейн, яка розглядається як певний еволюційний вибір управлінської системи, що здатен надати містам можливість подолати численні проблеми, що стосуються інтегрованості елементів інфраструктури, поліпшення технологічного, соціального та фінансового середовища.
